Description
This is a solicitation for a commercial product; prepared in accordance with the format in FAR subpart 12.6 and 13.5, streamlined procedures for evaluation and solicitation for commercial items- as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation document will not be issued. Description: 1. 2 stage Incinerator. 2. Throughput of at least 500 pounds per hour. 3. Loading door minimum aperture size: 6.5 ft long x 3.2 ft wide. 4. Corrosion proof electrical boxes, wiring and blowers; capable of being situated on bare level ground or concrete pad. 5. Stainless Steel external moving hardware. 6. Warranty of 12 months or 400 hours. 7. Minimum loading door size: 6.5 ft long x 3.2 ft wide. 8. Top loading capability; cannot be a side loaded unit. 9. Capable of using JP5 for fuel. 10. Capable of using the following electrical hook ups: 3 phase 208 volt and 120 volt minimum. 11. Suited with fuel tank able to emit JP5. 12. Operations manual for the incinerator, in addition to specific incineration guidelines describing the different burn regimes used for different types of municipal waste. The guidelines shall provide operation directions for plastics, wood, food waste, paper and cardboard. 13. 40 hours of technical set up phone support. 14. Shipped to Oahu by March 2nd 2011. 15. Contractor shall handle and organize shipping and handling to Fleet Industrial Supply Center Pearl Harbor in addition to fees associated with transport. All responsible Contractors shall provide a quote in accordance to the specifications stated above. Transportation costs shall be included in the quote. Contractor shall submit their quote on company letterhead, delivery time, name, address, telephone number of the offeror, terms of any express warranty, unit price, and overall total price. Funding is currently not available for this acquisition. Interested companies that meet the requirements stated above should submit a quote. Quotations for this notice shall be received by January 14th 2011 at 4:00PM Alaska Standard Time. Quotations shall be submitted to: A1C Jacob Schulz, jacob.schulz@elmendorf.af.mil The following provisions and/or clauses apply to this acquisition: 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Capability of the Item Offered 2. Price This will be a lowest price technically acceptable purchase. (a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Potential contractors must also be registered in the Central Contractor Registry (CCR) at http://www.ccr.gov. This is lowest price technically acceptable procurement. Award will be made to the offeror whose offer is conforming to the solicitation and is determined to be the most advantageous to the Government. Price and other factors will be considered. The Government intends to evaluate offers and award without discussion. Offeror shall submit all information with offer as required in FAR 52.212-1. Quotations shall be submitted to A1C Jacob Schulz. All responsible sources may submit a written proposal, which shall be considered.
