Description
DESCRIPTION:The US Department of the Interior, National Business Center, Acquisition Services Directorate, (DOI NBC AQD) on behalf of the National Business Center Drug & Alcohol Testing Branch, is conducting a Request for Information (RFI) in accordance with FAR 15.201 (e) to determine the availability and technical capability of qualified Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business concerns that are suppliers of the services described below and are capable of fulfilling the requirements mentioned below. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the labor and materials contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes only and is not be construed as a commitment by the government to enter into a contractual agreement, nor will the government pay for information solicited. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be used as a proposal. The applicable NAICS code is 621511-and the applicable size standard is $13.5 million. The National Business Center Drug & Alcohol Testing Branch is responsible for the program management responsibilities of the Drug-Free Workplace Program for The Department of the Interior and all of its Bureaus (as outlined in 370 DM 792). The NBC staff is comprised of the Drug Program Manager and Drug Program Coordinators and Specialists who ensure compliance with Executive Order 12564 of September 15, 1986 and the Omnibus Transportation Employee Testing Act (OTEATA) of 1991. The Drug & Alcohol Testing staff coordinates and facilitates all pre-employment, random, reasonable suspicion/cause, post -accident, return to duty, and follow-up testing. Additionally, the NBC provides support services to 60 other federal agencies in support of their Drug Free Workplace programs. NBC staff can assist their customers with random testing selection, scheduling, testing, applicant notification, training, and on-site collection services. Historically, the Drug & Alcohol Testing Office has been responsible for approximately 30,000 specimen collections and 30,000 MRO reviews per year. PURPOSEThe National Business Center Drug & Alcohol Testing Branch is requesting information to help in planning for a requirement for labor and materials necessary for the collection of urine and breath alcohol specimens as well as Medical Review Officer (MRO) services for all types of drug and alcohol testing under the Health and Human Services (HHS) and Department of Transportation (DOT) programs. The Contractor will be required to provide testing on a worldwide basis, although the majority of testing will occur in the United States. The testing is to detect the presence of marijuana, cocaine, opiates, amphetamines and phencyclidine (PCP) and deter illegal drug use by Government employees. The six types of tests are: applicant & random (employees in drug testing designation positions), reasonable suspicion, reasonable cause, post-accident, return-to-duty, and follow-up. The Contractor shall be required to perform and comply with all applicable provisions of the HHS, SAMSHA, Mandatory Guidelines for Federal Workplace Drug Testing programs as published in Vol 63 of the Federal Register and the OTETA. The Contractor shall establish and maintain a worldwide Automated Drug Testing System. The system shall allow for the electronic transfer of drug and alcohol test requests and results between Federal offices, the collection contractor, the laboratory contractor and the MRO. The MRO shall provide consultation, training, and technical assistance to ensure that drug testing program policies, procedures and practices meet acceptable medical standards and are within HHS standards. The requirement is described in the preliminary drafts: Statement of Work, Requirements of the Automated Drug Testing System (DTS), and Requirements for a Medical Review Officer (MRO), which can be accessed at the following DOI NBC AQD website: http://www.aqd.nbc.gov/Business/openmarket.aspx In addition, regulation and guideline information for MRO's can be found at the following government websites: http://www.dot.gov/ost/dapc/mro.html and http://www.workplace.samhsa.gov/DrugTesting/pdf/MRO_Manual_2010_100908.pdf RFI SUBMISSION INSTRUCTIONS: DOI NBC AQD will not award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or DOI NBC AQD's use of such information. Responses will be separated from, and have no bearing on subsequent evaluations of proposals submitted in response to any resulting formal RFP. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Responses will be reviewed only by DOI NBC personnel and will be held in a confidential manner. Responses to the RFI should address the following: Companies are encouraged to respond if they have the capability and capacity to provide the services. However, be advised that generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required services. Responses shall directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform while in compliance with FAR 52.219-14 Limitations on Subcontracting. Capability Statement Information: Part A: Collection Site Network Information--Provide a list, preferably in Excel spreadsheet format (MS Office 2007 or compatible version), showing the number and location information of all the collection sites in the company's current network. Part B: Existing Internet Application--Provide detailed information about the company's existing internet application which will allow the Government to schedule and track specimen collections and then view, organize and download test results. Or provide detailed information about the company's existing IT infrastructure which would allow the support of the NBC's current system. Website must be able to support 300-500 test requests per day allowing the user to schedule the entire test on-line without interface with a customer support representative. Approximately 500 users will be issued user ids and passwords. Provide screenshots of current webpage or detailed information of current IT infrastructure. Part C: On-Site Collectors -- Provide detailed information about the company's ability to provide on-site collectors within one-week's notice to any location within a 400 mile radius of Washington, DC. Include how many on-site collectors the company currently employs to meet this demand. Provide detailed information on collectors' training and certification. Part D: Certified Medical Review Officer (MRO) -- Provide detailed information about the company's existing certified Medical Review Officer (MRO) program, including number of certified MRO's, minimum and average experience of certified MRO's. Part E: Turnaround Time Information-Provide information that demonstrates company's proven ability to report test results within the turnaround times from receipt of laboratory results:Less than one day for negative resultsLess than 48 hours for non-negative results Part F: Telephone Response - Provide information that demonstrates company's ability to answer telephone inquiries with a live person between the hours of 8:00 AM and 6:00 PM Monday through Friday for routine inquires and to be reachable anytime (24 hours/day, 7 days a week) for post-accident and reasonable suspicion specimen collection assistance. Part G: Medical Review Officer Abilities-Provide certifications from MROs currently on staff from one of the HHS training and certification organizations. Part H: Business Size-Provide company business size status, ie. Small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. Part I: Small Business--Describe the company's ability to meet the requirements in accordance with 52.219.14-Limitation on Subcontracting. Responses shall be: 1. Identified with the RFI number; and include: Company's name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. No more than (20) pages in length; 3. NOT submitted using marketing materials; 4. Submitted to email as indicated below. SUBMISSIONS ARE DUE no later than 5:00pm, on Tuesday, January 18, 2011, Eastern Standard Time. The RFI response shall be e-mailed to: Geraldine.Lyons@aqd.nbc.gov. All information received in response to this notice that is marked proprietary will be handled accordingly. DOI NBC AQD makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the DOI NBC's view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned.
