- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for DC-3 PILOT QUALIFICATION TRAINING FOR FLIGHT STANDARDS OPERATIONS INSPECTORS AND AIRCRAFT CERTIFICATION PILOTS. The FAA contemplates award of an Indefinite Delivery/Requirements type contract for a 1-year base period with two 1-year option periods. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. This procurement is unrestricted in regard to business size or type. The North American Industry Classification System (NAICS) code for this procurement is 611512, Flight Training, with a Small Business Size Standard of $25.5 million. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Andrew Hutchcraft, Contract Specialist (AMQ-310), via e-mail at andrew.hutchcraft@faa.gov or FAX number 405-954-3030. Technical and cost proposals are due no later than 3:00 p.m. local time (Central Time Zone), February 11, 2011 and must be submitted to FAA, Customer Service Desk (AMQ-100), Physical Address: 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-11-R-00230, due 3:00 p.m. CT, February 11, 2011. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, February 11, 2011, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
