- ECIS Z0 -Theta Instrument The North Florida/South Georgia Veterans Healthcare System, Gainesville, FL intends to negotiate and procure on a sole source basis of ECIS Z-Theta Instrument from Applied BioPhysics Inc. 185 Jordan Road, Troy NY 12180. The instrument is for the VA Medical Center Research, Gainesville, FL. This procurement is being conducted in accordance with FAR 6.302-1, only one responsible source and no other vendor or product will satisfy agency requirements. To the best of our knowledge Applied BioPhysics is the only company that can provide this specific instrument. The ECIS Z0 (Z theta) is the only approved instrument to offer automated wound healing and cell migration essays (NAICS 425110). This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any vendor that believes it can meet these requirements may give written notification to the Contract Specialist by January 19, 2010, 11:00 am, from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the NF/SG VHS will proceed with the sole source negotiation with Applied BioPhysics Inc. as noted herein. Cost associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the vendor and these costs will not be reimbursed by the Government.
