Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with AB Sciex LLC in Wilmington, DE for the purchase of software to upgrade the existing software package and system capabilities for the existing AB Sciex 4000 Q-trap system. A software upgrade for the existing AB Sciex 4000 Q-trap system is required in order to perform identification of unknown proteins from human samples based on data acquired using AB Sciex proprietary software. ProteinPilot allows for protein identification and quantification enabling the identification of hundreds of peptide modifications and non-tryptic cleavages simultaneously; easily distinguish protein isoforms, protein subsets, and suppress false positives; and visualize peptide-protein associations and relationships. ProteinPilot also allows for the automatic file formatting and searching of the MASCOT database in order to identify proteins from other primary sequence databases. These increased capabilities will assist in clinical proteomics research. AB Sciex is the Original Equipment Manufacturer (OEM) for the existing 4000 Q-trap system, the proprietary data acquisition software (Analyst), and for the proprietary ProteinPilot software. AB Sciex is the only source capable of providing the software necessary for the database searching and automatic file formatting using data collected on the 4000 Q-trap instrumentation. The procurement of this upgrade software will allow NIST to comply with certain aspects of the quality system and allow for an increased capability for certification efforts. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by January 27, 2011. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
