- The purpose of this market survey is to solicit statements of interest and capabilities from sources that can provide FAA management and executive leadership training instructional support services. The market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or SBA 8(a) certified small businesses. Responses to this market survey will be used to determine the FAA's acquisition strategy for the prospective contract requirement. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA intends to establish an instructional services contract by August 2012. Potential sources of these services are expected to be categorized in the Sector 611430 of North American Industry Classification System (NAICS). This NAICS represents establishments engaged in offering an array of short duration courses and seminars for management and professional development through employer training programs, those that customize courses or modify courses to meet the special needs of the customer, and those that provide instruction at the customers facility, and/or off-site locations. The Small Business size standard for NAICS 611430 (Professional and Management Development Training) is $7.0 Million dollars. At this time the nature of the competition has not been determined. When a Request for Proposal is issued the FAA may decide to issue the Screening Information Request for full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors' expense. INSTRUCTIONS FOR SUBMITTAL OF RESPONSES:All interested sources should provide responses (one response per company) by describing your capability to address the content in Attachment 1 - Market Survey, complete Attachment 2 - Business Declaration (submit SBA/8a Certification letter if applicable), and Attachment 3 - Experience Record. Additional information supporting performance in any of the cities airports listed herein may be submitted to describe the corporate strengths and/or market trends. Submit the response on company letterhead and 12-point FONT type. The submittal pages should not exceed 15 type-written pages (including Market Survey, attachments and Certifications). All responses to this market survey must be received by Friday, February 11, 2011.
