Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-11-T-0007 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The closing date of this synopsis/solicitation is 21 January 2011 at 12:00 P.M. EDST. The requirement is unrestricted and the associated NAICS code is 721110. Contract Line Items: Please see attached Requirements.doc for line items and their description STATEMENT OF WORK General Scope of Requirement. Dates/Location: The annual USACE/FEMA Senior Leaders' Seminar (SLS) will be conducted from 12-13 April 2011 in the Washington, DC area. Attendance: Attendance at the 2011 USACE/FEMA SLS is anticipated to be approximately 200 people. The conference is vital to the USACE Directorate of Contingency Operations and FEMA and other partners and stakeholders in the Emergency Management Community to bring together U.S. Army Corps of Engineers (USACE) managers and staff to discuss policies, innovations, challenges and opportunities related to emergency operations under the Federal Response Framework. Agenda: 12 April agenda will be focused on specific actions for the improvement of preparedness and response capabilities of the Emergency Management Community. The goals and objectives are to confirm and advance USACE actions in support of FEMA's Whole of Community Planning in preparation for the National Level Exercise 2011 (NLE-11). The 2nd day will bring in a larger intergovernmental audience. In addition to Plenary Sessions during the AM of the first day and afternoon of the 2nd day, participants will break out into 11 working groups to tackle individual topical areas and generate ideas and Courses of Action for coping with requirements for extreme events. Each group would tackle a mission area and compare the solutions for different hazards/agents that might generate the requirements. The solutions would be briefed to the plenary for open discussion and potential future action. Table of Requirements: The attached requirements table provides meeting space, sleeping room, and equipment requirements for the event. The event will require two full days duration and reasonable working lunches as part of the hotel/venue contract both days. 1.0Other Requirements regarding Venue: a.Must be in the general National Capital Region/Washington DC/Northern VA commuting area. b.Reserved sleeping room block required, but lodging costs (at or below the prevailing Federal Govt rate) will be paid by individual and will not be part of the contract cost proposal. c.Plenary session space must have no obstacles to viewing screens and screens must be large enough to ensure full viewing by all the large room.
