Reference Number: NHLBI-CSB-(HL)-2011-070-CRS Title: EM-CCD Camera for a Single Molecule Total Internal Reflection Fluorescence Microscope THIS IS A SOLE / SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance FAR Parts 5 and 13. This notice of intent is not a request for competitive proposals. FAR Part 6 - Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular, FAC 05-48. The intended procurement will be classified under North American Industry Classification System code 334516, with size standard of 500 Employees. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that the sole / single source reference, is currently the only company that can provide the services / items specified herein. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a sole source noncompetitive basis to Andor Technology, 425 Sullivan Ave Suite 3, South Windsor, Connecticut 06074-3783, to provide an EM-CCD camera for a single molecule total internal reflection fluorescence microscope. The sole source determination is based upon the fact that Andor's EM-CCD Camera is the only camera compatible with hardware and software that is presently being utilized in NHLBI's Taraska Laboratory. The camera includes firmware and software features that are exclusive to Andor. The primary objective of this requirement is to conduct research into the structure and function of membrane proteins. Specifically, the Taraska Lab uses biophysical and cell biological tools to understand how membrane proteins function at the molecular level. Specific areas of research include studies on proteins involved in the fusion and recapture of vesicles with the plasma membrane. The lab also investigates the structure and behavior of ion channels important to the physiology of excitable cells in the heart and brain. To conduct this research it is essential to have the ability to perform sensitive single molecule measurements. Andor's EM-CCD Camera will allow us to make ultra-sensitive measurements with total internal reflection fluorescence microscopy. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
