- This announcement is a Request for Information (RFI)/Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) of any kind. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this RFI/Market Survey announcement. Therefore, any costs associated with RFI/Market Survey submissions will be solely at the interested party's expense. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to modify the current single-source contract with Northrop Grumman Corporation (NGC). NGC provides the storage, installation, training, engineering support, and expansion hardware for previously purchased and built FAA baseline NGC Digital Voice Recorder (DVR), Rapid Deployment Voice Switch (RDVS), and Enhanced Terminal Voice Switch (ETVS) systems. The installation and expansion of these existing systems includes the production of additional proprietary hardware and the upgrade of existing hardware and software, as well as the repair and/or replacement of installation failures. The FAA proposes to issue a contract modification against Contract No. DTFAWA-06-C-00013 to add four (4) single year options to the current contract with NGC. The additional option years will result in a potential total contract length of nine (9) years that will end on 05 February 2015 and increase the contract ceiling by approximately $4 million if all options are exercised. There are no follow-on requirements. A competitive solicitation is not available for this procurement. Any firm that believes they have the technical ability to perform installation and expansion, provide for limited proprietary LRU production, repair and/or replace installation failures, provide training, and provide engineering support for DVR/RDVS/ETVS systems are requested to submit their firm's capability, qualifications and experience for the requirements outlined above and the FAA will evaluate such information accordingly.
