Description
The US Special Operations Command (USSOCOM) intends to conduct a full and open competition in accordance with the requirements stated in FAR Part 15 for world-wide Mid-Endurance Unmanned Aircraft Systems (MEUAS) II Intelligence Gathering, Target Surveillance, and Reconnaissance (ISR) Services. This requirement is currently being performed by The Boeing Company under contract, H92222-09-D-0015. USSOCOM anticipates the award of a single, three-year, Indefinite Delivery-Indefinite Quantity (ID/IQ) contract. This requirement is being solicited under NAICS 541330 with a Small Business Size Standard of $27.0 Million. Release of the formal RFP is anticipated for 31 January 2011 with projected award by 30 June 2011. Tasks performed under this service contract will require contract operators to have at least a secret clearance with some required to possess a top secret clearance to provide 24/7 ISR services support. The required UAS ISR services require the contractor to conduct all planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment efforts necessary to successfully conduct worldwide missions. The near real time feed of ISR product availability from 300 to 900 hours per site monthly into customer processing systems is required from world-wide locations. Offerors are expected to provide ISR using non-developmental contractor-owned and contractor-operated unmanned aircraft systems. It is mandatory that the offeror be capable to support multiple, simultaneous task orders within one procurement year. Following contract award, the contractor shall deploy personnel and equipment to commence site operations within 120 days after receipt of order (ARO). Explicit Access is required for the RFP and other documents related to this acquisition. Contractors should be registered in the Central Contractor's Registration (CCR) database (www.ccr.gov) before requesting access. You need to be logged into FedBizOpps to request Explicit Access and will also need to be logged in to view documents when Explicit Access is granted. At the top of our notice are 3 tabs: Notice Details, Packages, Interested Vendor List. The FedBizOpps Vendor User Guide indicates that when the Packages tab is selected, an option to request explicit access becomes available. This RFP replaces RFI H92222-11-R-0004 posted on 20 October 2010.
