- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Oerlikon Leybold Vacuum USA, of Export, Pennsylvania, for the repair and refurbishment of a Leybold RGD510 and RGS20 Displacers to be used by the Center for Neutron Research at NIST, Gaithersburg, Maryland. ***The Sole Source determination is based on Oerlikon Leybold being the original equipment manufacturer of the Displacers, capable in providing refurbishment service, in accordance with the original equipment specifications. Oerlikon Leybold is the only known authorized vendor capable in providing the required service. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. ******A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by January 27, 2011, EST will be considered by the Government.
