PRESOLICITATION NOTICE ONLY*** The Department of Veterans Affairs, Network Contracting Activity 8, Orlando Florida VA Medical Center (OVAMC) intends to solicit and negotiate a Two-Phase Design/Build, firm-fixed-price contract to improve the Air Condition systems in multiple zones to eliminate negative air flow conditions, condensation, air & water leaks, and humidity/temperature issues of the Building 500 floors located at the Orlando VA Medical Center, 5201 Raymond Street, Orlando Fl 32803. Variable Air Volume units (VAVs) and fan coils tied up to Air Handler Units (AHU) throughout the building shall be re-fitted by replacing old existing controls for new electronics that can tie up to the new Johnson Control System. Insulation shall be removed on inlet/outlet VAVs tied up to the AHU throughout the building to repair leaks, dampers, and to re-insulate. The boxes' casings shall be refitted to ensure that they are sealed and dampers work properly. Magnetic drives shall be replaced with Air Volume units (VFDs). AHU of primary focus are #4, # 7, #8, #9, #10, and #11. The Estimated Cost Range for this project is $500,000 - $1,000,000. This acquisition will be awarded under the Veterans First Contracting Program as a total 100% set-aside to eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. The applicable North American Industry Classification (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors and the Small Business size standard is $14.0 million. NOTICE THIS IS A SERVICE-DISABLED, VETERAN-OWNED, SMALL BUSINESS SET-ASIDE. PROSPECTIVE CONTRACTORS ARE CAUTIONED THAT ANY BID OR PROPOSAL SUBMITTED IN RESPONSE TO THIS SOLICITATION MUST MEET THE CRITERIA IDENTIFIED BY 38 CFR, PART 74. ANY PERSON, PERSONS, OR BUSINESS ENTITY SUSPECTED OF MISREPRESENTING ITSELF FOR THE PURPOSE OF SECURING A GOVERNMENT CONTRACT MAY BE CRIMINALLY INVESTIGATED AND PROSECUTED FOR FRAUD AGAINST UNITED STATES OF AMERICA.
