- Picture 3 of Elevating Transfer Vehicle Picture 2 of Elevating Transfer Vehicle Picture 1 of Elevating Transfer Vehicle Draft Performance Work Statement (PWS), as of 13 January 2011 Synopsis: This is a Sources Sought announcement for information only; not a Request for Quotation, but a Request for Information (RFI). The purpose of this RFI is for market research purposes, to obtain information on qualified and experienced contractors interested in providing quotations that exhibit the knowledge and experience needed to inspect, maintain, and certify Elevating Transfer Vehicles (ETVs) and Multi-Pallet Elevating Transfer Vehicles (MPETVs), to include experience designing, installing and repairing electronics, communications, feed rails, positioning systems, frequency drives, programmable logistic controllers, aisle obstruction detectors, and safety systems as required in the attached DRAFT Performance Work Statement (PWS). Also attached are three photos of an ETV (provided as a visual). The government, through the market research obtained in this RFI, desires information from industry on standard commercial practices, commercial terms and conditions, types of services offered, payment methods/buyer financing, discounts, contract types, how often inspections are completed (bi-yearly or yearly), information on maintenance repair on systems, and any other information that will assist the government in requirements planning. Feedback is encouraged and appreciated. Another purpose of this RFI, as a market research tool, is to determine potential large and small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Quotation, as well as determining if requirement should be set aside for small business. The current capabilities of industry, to include large and small business, must be confirmed. The information requested by this RFI will be used within the government to facilitate the decision making process and will not be disclosed outside of the agency. The government is not obligated to, and will not, pay for any information received from respondents as a result of this RFI. Responses to this RFI are not considered offers and cannot be accepted by the government to form a binding contract. Respondents capable of fully satisfying the requirements stated in the DRAFT PWS should submit capability statements/expressions of interest that will supply the government the necessary information that clearly defines the contractor's ability to perform the work stated in this RFI, in conjunction with the DRAFT PWS, as well as determine actual capability. The responses to this request will be the primary tool used to identify potential sources with the technical capability to support bi-yearly inspection, maintenance, and certification for 18 Elevating Transfer Vehicles (ETVs) and 3 Multi-Pallet Elevating Transfer Vehicles (MPETVs). The ETVs and MPETVs are located at various bases throughout the world and were manufactured and installed by various manufacturers. North American Industry Classification System (NAICS): 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The small business size standard is $7M. Request interested firms respond and provide the following: a. Company Name and associated CAGE code b. Company Address c. Company Business Size (and whether currently designated a Small Business as defined in the Federal Acquisition Regulation (FAR) Part 19.1) d. Company Point of Contact (POC) name, title, phone number, and email address e. Capability Statement--description of each related project completed by your company as a prime contractor or as a significant subcontractor within the last 5 years, including as much of the following as possible: 1. A brief description of the technical requirements 2. The specific information on your company's previous experience in providing the services required by this announcement 3. The name, address, point of contact and phone number of customer f. Any other information deemed useful to the government Questions regarding this RFI/Sources Sought must be received on or before 27 January 2011.
