Description
The Global Positioning Systems Directorate, Miniaturized Airborne GPS Receiver (MAGR) 2000 Program, is considering an extension of the current Indefinite Delivery Indefinite Quantity (IDIQ) production contract through December 2011. Raytheon Space and Airborne Systems is currently the sole source manufacturer of MAGR 2000. The Government is also considering the award of a follow-on IDIQ production contract to Raytheon Space and Airborne Systems. The NAICs code for the follow-on action is 334511 and the small business size standard is 750 employees. The Government does not own the MAGR 2000 "Production Build" drawing/specifications and has no R&D dollars available for this follow-on contract. Any change in receiver specifications would also result in a loss of interoperability with existing platform integrations and substantial costs associated with fielding multiple receivers (integration, training, spares, sustainment, etc.). Finally, the Government needs uninterrupted MAGR 2000 support starting at contract award. However, the final acquisition approach for the aforementioned follow-on contract is dependent on the results of this Sources Sought. The period of performance of the new contract is estimated to be from January 2012 to 30 Sep 2016. It is also anticipated that program responsibility will have transferred to Warner Robins Air Logistics Center by or shortly after award of the new contract. The effort to be extended on contract FA8807-05-D-0001 is as follows: (1) hardware procurement of MAGR 2000 S-24s, (2) hardware procurement of MAGR mounts (isolated and un-isolated), (3) hardware upgrade of MAGR 2000 and MAGR 2000S configurations to the MAGR 2000-S24, (4) Quick Reaction Support (QRS) (5) Program Management, (6) Engineering Analysis support CLINs, (7) MAGR 2000 (all configurations) repair, (8) Engineering Change Proposal capability and (9) Contract Data Requirement Line (CDRL) Items. The contract extension will be Firm Fixed Price (FFP) for all CLINs with the exception of Quick Reaction Support (QRS). QRS CLINs will be Cost Plus Fixed Fee (CPFF). The Government anticipates the ordering period of the contract extension to run through December 2011 with production deliveries NLT five months after contract award through 30 September 2012. The anticipated follow-on Indefinite Quantity Indefinite Delivery (IDIQ) production contract will provide for: (1) hardware procurement of MAGR 2000-S24, (2) hardware procurement of MAGR 2000 Mounts (isolated and un-isolated), (3) hardware upgrade of earlier configurations to MAGR 2000-S24 and (4) repair of MAGR 2000s, MAGR 2000-S, and MAGR 2000-S24, (5) QRS, (6) Technical Services, (7) Precise Positioning Service (PPS) Certification (MSO C-145) of MAGR 2000-S24, (8) transition to organic hardware depot to include Government purpose rights in technical data for repairs, (9) transition to organic software support to include Government purpose rights in computer software (source code) and computer software documentation for support, (10) Engineering Change Proposal capability and (11) CDRL Items. All CLINs will be FFP with the exception of QRS and Technical Services. These CLINs will be CPFF. There will not be a separate Program Management CLIN. Estimated Quantities MAGR 2000-S24: 508 Mounts: 120 Production Upgrades: 266 Repairs: 808 Quick Reaction Support (Hrs): 2000 Technical Services (Hrs): 2800 There will be NO funded development effort associated with the extension of the current contract and anticipated award of a new production contract. Receivers shall meet the requirements of CI-MAGR-600 and CI-GRAM-600. This acquisition will contain classified material. The production contract will contain a Contract Security Classification Specification (DD254). Work performed under this acquisition may be classified up to and including the SECRET level. Offerors must comply with security requirements found in the Global Positioning System Security Classification Guide. Offerors must have Facility Clearance of at least the Secret level. At the time of award of the production contract, the contractor must have a GPS COMSEC account with the Government. Based on new SMC security and program protection requirements these contracts will require the update of various MAGR 2000 related security management plans and submittal for GPS Directorate approval of a MAGR 2000 Program Protection Implementation Plan (PPIP). Notice to Foreign-Owned Firms: According to DoD GPS Security Policy, Selective Availability Anti-Spoofing Modules (SAASM) and SAASM Code Blocks (SCB) shall be developed and produced on-shore by US companies free of FOCI. However, companies from foreign countries authorized to produce PPS HAE may team with U.S manufacturers to produce specified SAASM or SCB components under specific security agreements and guidelines. Only U.S. companies free of FOCI are authorized to develop and produce the SAASM key data processor and the Y-code generator. Final assembly, tamper-resistant coating, and test of the SAASMs or SCBs will be performed on-shore by U.S. companies only. This requirement must be separately auditable. DFARS 252.204-7004 Required Central Contract (CCR) registration applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to any contract award. Interested contractors are invited to submit a Statement of Capability (SOC) specifically addressing their ability to satisfy the above requirements for the extension and separately for the follow-on contract to SMC/PKP, Attn: Ms. Marla Kellybrew, 483 N. Aviation Blvd, El Segundo, CA 90245-2808. All responses are due no later than 15 calendar days after FBO posting and must conform to 8.5 x 11-inch pages, with font no smaller than 12-point, with a maximum of 20, 1-sided pages. The statement of capability must include the following information: 1) Company name, mailing address, points of contact, and telephone numbers; 2) Business size classification (large, small, or other); 3) Experience in MAGR 2000 or similar technologies; 4) Ability to satisfy the Government's performance requirements described above; oral communications are not acceptable. SOC must be completely unclassified. All responsible sources may submit a SOC. Responses from small business and small, disadvantaged business firms are highly encouraged. Any information submitted in response to this synopsis is strictly voluntary. SOCs will be evaluated separately for the current MAGR contract extension and the follow-on MAGR contract. Each SOC will be deemed responsive / unresponsive independently for each of the proposed contract actions. This is not a formal solicitation and the Government does not intend to award a contract on the basis of this announcement. Furthermore, this synopsis does not restrict the Government to the ultimate acquisition approach. The SMC/GP SOC evaluation team includes support contractors (ARINC and SAIC). If required, non-disclosure agreements can be coordinated before SOC review. All data received in response to this synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside of SMC. The Government will not reimburse any cost associated with submitting information in response to this synopsis nor shall any costs be allowed on any Government contract. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
