- The General Services Administration (GSA) is seeking firms that qualify under the U.S. Small Business Programs cited in the Federal Acquisition Regulation (FAR) Part 19, including 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, and Veteran Owned Small Businesses. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY to identify valid sources and to gauge the business interest of construction firms for construction work intended for two separate projects at the Edward T. Gignoux Federal Courthouse and the Portland Custom House, both of which are listed on the National Register of Historic Places, and located within the waterfront district or 'Old Port' in Portland, Maine. The estimated range for each project is between $1,000,000.00 and $5,000,000.00. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. GSA will use information obtained through this synopsis to develop an acquisition strategy. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT. GSA is seeking qualified construction firms for exterior building envelope improvements and associated limited interior repairs at the Edward T. Gignoux Federal Courthouse and the Portland Custom House. The original three-story Edward T. Gignoux Federal Building & Courthouse was built in 1911 with a major addition constructed in 1931-1932 completing the current plan and appearance of the Courthouse facility. The Edward T. Gignoux Federal Building, Portland, Maine was originally designed in the Italian Renaissance Revival style and exhibits a decorative exterior cut granite stonework façade, mansard slate roof with roundel and rectangular dormer windows as well as decorative interior plasterwork. The intent of this project is to repair and restore the granite building exterior, roof systems, roundel windows, below grade waterproofing in order to alleviate ongoing water infiltration damage within the building interior and provide associated limited interior repairs of plaster and paint finishes, as well as enhance the overall building performance. In addition, provisions for upgrading the existing window glazing with new insulated glazing and limited replacement of the current non-compliant XL sprinkler piping will be addressed as bid options. Primary work items include masonry repointing, restoration and cleaning, removal and replacement of the existing EPDM, slate, and copper perimeter roof systems, restoration of historic roundel windows, limited interior finish repairs, provisions for new window glazing and removal and replacement of limited areas of the non-compliant XL sprinkler system piping. Phasing and careful contractor coordination will be required as the courthouse facility will be fully occupied during the proposed renovation. In addition to concerns regarding disruptive work, the contractor shall be required to maintain the integrity of the existing building security, secure construction staging and avoid any procedures which would compromise the courthouse's security perimeter. The Portland Custom House, Portland, Maine The existing three-story building was built in 1867 and was originally designed in the Second Empire/Renaissance Revival styles and exhibits a highly decorative exterior cut granite stonework façade as well as decorative plasterwork. The intent of this project is to repair and restore the masonry building exterior, historic wood windows and roof systems in order to alleviate ongoing water damage within the building interior and enhance the building performance, provisions shall also include limited historical lime plaster interior restoration and paint finishes. Primary work items will include masonry repointing, restoration and cleaning, window restoration and reglazing, removal/reinstallation of the existing slate roof system and installation of a new copper perimeter roof system. Upon completion of these items the interior historic lime plaster elements will be repaired and restored and finished. Phasing and careful contractor coordination will be required as the Customs House facility will be fully occupied during the proposed renovation. In addition to concerns regarding disruptive work, the contractor shall be required to maintain the integrity of the existing building security, secure construction staging and avoid any procedures which would compromise the building's security perimeter. All work contemplated is Subject to the Availability of Funds and each project will be issued as separate solicitations. 100% performance and payment bonds will be required for each project. The bidder, or subcontractor whom the bidder will use for performance of the work, shall meet the competency qualifications defined in the GSA Guide for Placing Competency of Bidder Clauses in Construction Contracts for Historic Structures (http://www.gsa.gov/portal/content/101533). A bid may be rejected if the bidder or the subcontractor has established on former jobs, either Government, municipal, or commercial, a record for unsatisfactory installations, has repeatedly failed to complete contracts awarded to them within the contract time, or otherwise fails to meet the specified competency qualifications. The North American Industry Classification System (NAICS) is 236220. Commercial and Institutional Building Construction and Small Business Standard is $33.5 million annual revenue for the previous three years. Interested parties should furnish the following information (1) Company name, address, point of contact, telephone number, e-mail address, and website address. (2) Business type: 8(a), Women-owned, Historically Underutilized Business Zone (Hub Zone), Small Disadvantaged, Service Disabled, Veteran Owned Small Businesses, large or small business, etc. (3) A capabilities statement regarding similar projects completed within the last five (5) years; minimum information must include the following: Final contract price, project location, a brief description of the project with particular emphasis on any historical aspects; and any information on subcontractors who may have had specific expertise with those historically relevant projects, and (4) Certification of bonding capacity.
