Description
(i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (ii) Solicitation No. BBG50-R-11-0004 is issued as a Request For Proposal (RFP) for an Indefinite Delivery - Indefinite Quantity contract that will be awarded using the contracting by negotiation procedures in FAR Part 15. (iii) This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Regulations 2005-48, dated December 30, 2010. (iv) This is a total small business set aside. The North American Industry Classification Systems (NAICS) code for this acquisition is 611430 and the small business size standard is $7.0 M (v) The contractor shall provide the following Twelve (12) Contract Line Items: 1. CLASS ONE shall include four-day, three-hour sessions for no more than six (6) participants who need to enhance their skills in preparing TV stories using video feeds. The contractor shall teach participants to review videotapes from a footage library and how to log video, describe scenes and apply time codes. The contractor shall also instruct the participants on outlining news stories using video feeds and selecting shots to use in a news story. The contractor shall teach the participants to prepare scripts with time code. The contractor shall provide a professional editor for this class. The editor shall illustrate how to edit a story and shall illustrate how the participants can produce an effective final product when working with an editor. 2. CLASS TWO shall include four-day, three-hour sessions for no more than six (6) participants who need to enhance their skills in preparing stories using a camera crew. This class is intended for International Broadcasting Bureau (IBB) broadcasters who need to enhance their skills in preparing stories using a camera crew. The contractor shall instruct participants on how to prepare for a video shoot and work with a crew in the field to shoot video material. The contractor shall provide an editor who shall edit the material of participants to create final short stories. 3. CLASS THREE shall include four-day, three-hour sessions for no more than six (6) participants who need learn to use the Digital Video (DV) camera. This class is intended for IBB broadcasters who need learn to use the DV camera. The contractor shall instruct the participants on how to operate the camera using videotape. Lessons on camera operation shall include framing shots, manual focusing, and proper light exposure. The contractor shall provide the participants with classroom exercises as well as field trip shoots. The contractor shall screen, review, and critique material shot in the field by the participants. 4. CLASS FOUR shall include five-day, three-hour sessions for no more than six (6) participants who need to learn to capture high quality sound when using the DV camera. This class is intended for IBB broadcasters who need to learn to capture high quality sound when using the DV camera. The contractor shall instruct the participants on how to use professional microphones with the DV camera. The contractor shall provide the participants with classroom exercises as well a field trip to collect sound with microphones attached to the DV camera. The contractor shall screen review and critique audio and video material captured in the field by the participants. 5. CLASS FIVE shall include four-day, three-hour sessions for no more than six (6) participants who need to learn to shoot live interviews using the DV camera. This class is intended for IBB broadcasters who need to learn to shoot live interviews using the DV camera. The contractor shall instruct the participants in how to set up and shoot the live interview. The contractor shall also teach the participants to shoot cut away and B-roll material in the field. In the classroom, the contractor shall teach the participants to use scripts, logs, and video material to script a short story. The contractor shall provide a professional editor to edit the material of the participants in order to complete a final interview story. 6. CLASS SIX shall include six-day, 3-hour sessions for no more than six (6) participants who need to learn to create short feature stories. This class is intended for IBB broadcasters who need to learn to create short feature stories. The contractor shall instruct the participants on how to produce character-driven feature stories. The contractor shall provide guest video journalism reporters who will discuss their work and how to shoot action material. The contractor shall discuss the difference between feature stories and hard news stories. The contractor shall also provide instruction on how to use sound to enhance a story and pictures to tell a story. The contractor shall teach participants to shoot and edit their own stories in the field and write scripts for those stories in the classroom. The contractor shall provide a professional editor to work with participants on producing the final story. The contractor shall discuss and analyze each participant's story and critique it and give recommendations on character development, use of sound and visual elements. 7. CLASS SEVEN shall include one-day, four-hour individual sessions for any of the six (6) participants needing one-on-one assistance. This class is designed to bring participants up to the standard expected from Voice of America (VOA) video journalists or television employees. This class provides the opportunity for participants to gain one-on­-one assistance in order to solidify skill sets and deal with personal deficiencies that cannot be addressed in a larger class setting. 8. CLASS EIGHT shall include three-hour sessions, ranging from 1- 5 days (depending on the topic) for up to six (6) participants. This class will provide the IBB with the opportunity to offer "Special Topics" sessions that will consist of hands on experience and lecture. 9. CLASS NINE shall include three-day, three-hour sessions for up to six (6) participants and will focus on shooting video for the web. The contractor will instruct on best practices on shooting video for the web including less reliance on pans, zooms and fast camera moves; editing with cuts only approach, again with less reliance on dissolve and fancy effects. The class with consist of hands on activities and lecture. 10. CLASS TEN shall include four-day, three-hour classes for no more than six (6) participants who need to enhance their skills in Digital Videotape (DV) editing. The contractor shall provide instruction on DV editing, logging, scene description and time code. The contractor shall also provide instruction on outlining stories from footage and selecting shots. The contractor shall also provide a professional editor to edit participants' final productions. The contractor will critique participants' final productions and provide feedback and recommendations for improvements. 11. CLASS ELEVEN shall include class four-day, three- hour classes for no more than six (6) participants who need to enhance their skills in Digital Videotape (DV) editing and have completed Class Ten. This class will provide participants with the additional skills needed to produce basic news packages for the VOA. 12. CLASS TWELVE shall include class four-day, three- hour classes for no more than 6 participants who need to enhance their skills in Digital Videotape (DV) editing and have completed Classes Ten and Eleven. This class will provide participants with the additional skills needed to perform more advanced editing techniques such as color correction, motion effects and moves, cropping distortion, remap, opacity, and drop shadow effects. (vi.) The Broadcasting Board of Governors (BBG), Office of Human Resources and Training, (OHR/T), requires a contractor to develop, implement and evaluate television production courses for international broadcasters at the IBB. The performance period shall be for one year from the date of award, with four (4) one-year options. The fulfillment of this requirement shall help facilitate the production of IBB's television programming. The contractor shall be responsible for training international broadcasters at IBB in television production, ENG camera and camcorder operation, video production, editing, interviewing, and other relevant topics. The training shall enable participants to produce air-quality television programs for international transmissions. The training shall be designed to take into account the fact that many of the participants have spent a considerable amount of time with radio broadcasting and may possess little or no time with television broadcasting. It shall also be designed to accommodate participants from diverse cultural backgrounds who may be targeting their productions to many different countries around the world. The contractor shall be responsible for supplying all personnel, materials, equipment, transportation etc. required to perform contract work. The contractor shall prepare an overall plan of performance for the services to be delivered. The plan shall explain how the contractor shall provide the television production classes. The plan shall outline how international broadcasters will learn to improve their television production skills. The plan shall also explain how the classes will be evaluated. The following reports shall be prepared and submitted to the Office of Human Resources and Training in accordance with each specified requirement below: (1) The contractor shall submit a draft progress report within two weeks after contract award for the sole purpose of agreement on a format with the BBG's Training and Development Division. The Training and Development Division will review and recommend changes to the format of the draft report. After the requested modifications have been made, the Training and Development Division will approve the report format for use during the performance of the contract. (2) A formal quarterly progress report shall be submitted on a quarterly basis following the effective date of the contract. Using the approved report format, the quarterly progress report shall state the progress made, difficulties encountered during the reporting period and remedial action taken. (vii) The contract terms will begin with contract award for one year, with four (4) subsequent 1-year option periods, subject to availability of funding. The place of performance is at the Broadcasting Board of Governors facilities located in Washington, D.C. (viii) The Federal Acquisition Regulation (FAR) provision FAR 52.212-1 Instruction to Offerors-Commercial Items, applies to this solicitation. Interested contractors who are capable of providing these services should submit a proposal demonstrating their ability and experience in providing the required services. CONTRACTOR QUALIFICATIONS SHALL INCLUDE BUT NOT BE LIMITED TO: a) experience in training professional broadcasters to be effective producers of television programs; b) instructors with experience producing video materials, packages, and shows for networks or other professional broadcast organizations with wide distribution; c) demonstrated ability to work with participants from diverse cultural and ethnic backgrounds including non-native English speakers. The preferred contractor will have instructors with international television broadcasting experience; and d) sufficient personnel and equipment within its organization or available to comply with all contract requirements. OFFERORS RESPONDING TO THIS SOLICITATION SHALL SUBMIT AT MINIMUM, THE FOLLOWING ITEMS TO THE CONTRACTING OFFICER: (1) a technical proposal which addresses the factors described below in (ix) and (2) and a price proposal in accordance with (ix). The Price Proposal must contain a copy of the SF 1449 which is attached to this notice. (ix) The Federal Acquisition Regulation (FAR) provision FAR 52.212-2 Evaluation-Commercial Items, applies to this solicitation. The Government will award a Commercial Item, Firm-Fixed-Price, Indefinite Delivery - Indefinite Quantity contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be most advantageous to the Government, based on technical approach, experience, past performance, and price. When combined, technical evaluation factors are approximately equal to cost/price. THE FOLLOWING FACTORS SHALL BE ADDRESSED IN THE TECHNICAL PROPOSALS AND SHALL BE USED TO EVALUATE PROPOSALS: 1) The contractor must provide a narrative detailing the approach that they will take to meet the requirement. The contractor must illustrate its understanding of the requirement and its ability to provide the required services stated herein. The contractor shall submit a brief description of their company's business and provide a company point of contact including address, e-mail address, telephone number, fax number and the company's web-page address. The contractor shall provide qualifications and relevant experience of proposed instructors. (Technical Approach); 2) The Offeror shall provide recent examples (within the past three (3) years) demonstrating its experience in providing television production training to Governmental and/or commercial customers. Examples provided should be of the same and/or similar services specified herein. (Experience) 3) Detailed information on past performance and relevant contracts for same and/or similar services with a minimum of three (3) references including contract numbers, points of contact with telephone numbers and email addresses (i.e., the point of contact who can verify performance) (Past Performance) and 4) Separate Price Proposal showing a price breakdown for each of the Twelve CLINs above. Prices for each CLIN shall be provided in English and United States dollars. Offerors are cautioned that failure to address each of the above factors may deem their proposal unacceptable. (x) Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer. Proposals must also include contractor's DUNS Number, prompt payment terms, and correct remittance address, if different from mailing address. The contractor must be registered on-line with the Central Contractor Registration (CCR) Web site at: http://www.ccr.gov/Start.aspx. The successful Offeror will be required to complete and submit an ACH form, for Electronic Funds Transfer (EFT), to the Contracting Officer before submitting their first invoice. (xi) The FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition with addendum to the clause. The addendum is as follows: AUTHORIZED REPRESENTATIVE OF THE CONTRACTING OFFICER: The Contracting Officer will appoint by letter an Authorized Representative of the Contracting Officer (AR/CO), who will have the responsibility of ensuring that the work conforms to the requirements of the contract and such other responsibilities and authorities as may be specified in the letter of authorization or this contract. It is understood and agreed, in particular, that the AR/CO shall not have authority to make changes in the scope or terms and conditions of the contract unless and only to the extent that such authority is specified in the letter of authorization or the contract. THE CONTRACTOR IS HEREBY FOREWARNED THAT, ABSENT THE REQUISITE AUTHORITY OF THE AR/CO TO MAKE ANY SUCH CHANGES, IT MAY BE HELD FULLY RESPONSIBLE FOR ANY CHANGES NOT AUTHORIZED IN ADVANCE, IN WRITING, BY THE CONTRACTING OFFICER, MAY BE DENIED COMPENSATION OR OTHER RELIEF FOR ANY ADDITIONAL WORK PERFORMED THAT IS NOT SO AUTHORIZED, AND MAY ALSO BE REQUIRED, AT NO ADDITIONAL COST TO THE GOVERNMENT, TO TAKE ALL CORRECTIVE ACTION NECESSITATED BY REASON OF THE UNAUTHORIZED ACTIONS. (xv) There are no additional contract requirement(s) necessary for this acquisition other than those consistent with customary commercial practices. NOTE: See Government-Wide Numbered Notes 13 and 25. Failure to provide the required services for any of the above CLINs may result in the rejection of your proposal. Proposals shall be in writing and must be signed by an official authorized to bind the organization. Oral, faxed or emailed proposals will not be accepted. Technical Proposals shall be submitted as an original and four copies and Price Proposals shall be submitted as an original and one copy.
