Description
This is a combined synopsis/solicitation/Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitations; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID NOI11047 and is being issued as a Notice of intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-48, effective as of December 30, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not small business concern. The associated North American Industry Classification System (NAICS) Code 334516, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure from Miltenyi Biotec on a sole source basis laboratory equipment and accessories of the following Items/Qty/Description: A) Laminar Hood Plate (Qty 1) metal plate for operating the autoMACS Pro separator in a laminar flow hood. B) Angle Connector Set 15-/9-PIN Sub-D (Qty 1) a space-saving angle adaptors for cables connecting to the autoMACS pro Separator. C) Protection Cover (Qty 1) Protection foil for storage of the autoMACS Separator. D) Chill 15 Rack (Qty 1) Cooling tube rack for 15 mL sample tubes. E) Washing Solution, 6 x 1.5 liters (Qty 1) for rinsing and cleaning of the autoMACS Pro Separator, and E) Separator Training/Installation. The AutoMACS Pro Starting Kit will be an upgrade to the current equipment being used, the AutoMACS Classic. The autoMACS Pro Separator, an automated magnetic separation system, was developed to isolate specific subpopulations of cells from larger heterogeneous populations. The system allows for positive selection or depletion of cells and biomolecules without affecting their function or viability. The autoMACS Pro Separator can separate and label up to 6 samples (for positive or negative selection) sequentially without the need of user intervention. Separated material can go directly to culture, flow cytometric sorting or analysis, functional studies, or transplantation without detaching the MicroBeads. The AutoMACS Pro is unique due to the following features: 1)A Barcode reader ('code reader') or touchscreen activated automated cell isolation system with pre-programmed isolation protocols that are utilized by the integrated computer, 2) Sequential separation and labeling of up to six samples without user intervention for both negative and positive selection, 3) Six samples can consist of both manually and autolabelled cells. 4) Custom cooling sample rack to keep samples cool during the separation process, 5) Reagents used for auto-labeling are the same as used for manual protocols using MACS Reagents, 6) System uses biodegradable 50 nm super-paramagnetic MicroBeads (iron) coated with polysaccharide that form a colloidal suspension. 7) MicroBeads are directly conjugated to monoclonal antibodies, Separation time of 3-10 minutes, depending on the program, 8) Input volume of 100 μl to 50 ml. 9) Automated system cleaning. 10) Patented columns: Dual super paramagnetic, bio-Teflon® coated matrix columns that are reusable over a two week period or up to 100 separations, whichever comes first, 11) High-gradient magnetic field optimized for cell isolation while maintaining optimal cell viability and function and 12) Sensitivity: Highly pure selection and recoveries of very rare populations, frequencies down to 10-8. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications. 2) price, and 3) warranty. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Standard Time January 31, 2011 to Mr. Daniel Herdman.
