Description
The Bureau of Engraving and Printing (BEP) intends to award the purchase of "MDI Support and Maintenance for one (1) year, six (6) Visitor Management Module for MDI Safenet System, and six (6) Drivers License Scanner/ ScanShell 1000 w/ MagShell 900. This acquisition will be made under a Justification for Other than Full and Open Competition (JOFOC) per FAR part 6.302-2 Urgent and Compelling. This requirement is urgent and compelling because of Office of Security IG audit and as the Government's security printer; the Bureau's customers and stakeholders expect and demand the highest degree of security. MDI system provides the security measures within the currency manufacturing areas and the adjacent securities storage areas. These security measures provide control, accountability, and Police observation of individuals entering and exiting the high security areas. The Bureau must continue to maintain the highest levels of security at its facilities and seeks to improve wherever possible. As the manufacturer of the hardware and software, MDI maintains a functional expertise relative to equipment functionality and maintenance, provision of software upgrades, "bugs" etc. They alone have experience with critical items effecting performance. They are also familiar with the Bureau's system and any peculiarities therein since they installed and tested the system and have been performing maintenance support for the last three years. Their engineers have a working familiarity with equipment functioning and configurations and have accrued technical expertise in resolving systemic difficulties. Limiting the procurement to MDI, provide the Bureau with software upgrades and maintenance, depot hardware repair and/or equipment replacement. The use of any other vendor would pose a risk to Bureau security system operations. The BEP requires a short term contract to be established to enable sufficient time for the required items and services to be obtained until the requirement itself is re-competed. The BEP anticipates making a competitive award at the beginning of fiscal year 2012. The hardware and software is proprietary to Monitor Dynamics and its Parent Company.
