Description
NASA/ARC intends to extend Contract NNA09DB40C (Ames Research Center LogisticsManagement Services) with Tessada & Associates on a sole-source basis pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in support of Ames Research Center's (ARC)Code JS, Logistics and Documentation Services Division. The objective is to extend theperformance period for up to three (3) months.This extension will allow the necessary time to complete ongoing efforts associated withthe evaluation of proposals received in response to competitive follow-on procurementNNA09281196R, allowing for continuation of services to ensure program continuity andcritical mission support and avoid significant logistic service impacts. The current Contractor provides mission critical logistics support services for theNational Aeronautics and Space Administration (NASA) Ames Research Center and MoffettField (MF) locations. ARC and MF include on-site and off-site Government and contracttenant organizations, as well as three areas of military housing (inside MF; outside theMF Main Gate, west of the Moffett Boulevard extension; and on Moffett Boulevard, west ofUS Highway 101). Services are currently obtained using a hybrid firm-fixed price (FFP)and indefinite delivery, indefinite quantity (IDIQ) contract. Services provided by theincumbent contractor include: (1) supply and warehouse management; (2) equipmentmanagement; (3) mail services; (4) shipping and receiving services; (5) fleet management;(6) refuse services; (7) janitorial services; and (8) industrial property management. TheContractor provides all resources, including labor, supervision, tools, equipment,materials, transportation, and management necessary to operate logistics and specializedfunctions as described in the Statement of Work (SOW). The extension will increase the current contract value and extend the period ofperformance for one (1) month plus two (2) one-month options, for a total extendedperformance period of up to three (3) months, from March 1, 2011 through May 31, 2011.The current contractor, Tessada & Associates, Inc., is considered the only contractorthat can meet ARCs needs given the short period of performance for the extension. Awardto another source at the same time that the evaluation of contractor proposals receivedin support of the competitive recompetition is in process would result in substantialduplication of cost to the Government that is not expected to be recovered throughcompetition of the extension and would not allow for a sufficient phase-in period,thereby affecting the continuity of services and causing unacceptable delays infulfilling ARCs requirements. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact IN WRITING to the identified point of contact not later than 1 PM PDT on MayJanuary 27, 2011. Such communication of capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12.
