IFT Compatibility Table (Official response form for the RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. The U.S. Customs and Border Protection (CBP) is not at this time seeking proposals. CBP will not pay for any cost associated with responding to this RFI. All costs will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be posted in the Federal Business Opportunities ( http://www.fbo.gov ). Interested parties are advised to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. Background CBP is one of the of major components of the Department of Homeland Security (DHS) charged with protecting America's borders from terrorism, human and drug smuggling, illegal migration, and agricultural pests while simultaneously facilitating the flow of legitimate travel and trade. As the nation's single, unified border agency, CBP's mission is vitally important for the protection of the American people and the national economy. CBP represents the first line of defense of America's borders. One of CBP's strategic objectives is to establish and maintain effective control of air, land, and maritime borders with the appropriate mix of infrastructure, technology, and personnel. Purpose This RFI seeks to obtain information and comments from industry that will provide CBP with insight into market conditions and/or scientific advances that will aid in the formation of an acquisition strategy for technology solutions that detect, track, identify, and classify illegal incursions and to provide CBP agents with improved situational awareness between the Ports of Entry (POE). Scope CBP is looking for Commercial-Off-The-Shelf/Government-Off-The-Shelf (COTS/GOTS) total solutions for deployment at fixed, elevated sites, hereafter referred to as Integrated Fixed Towers (IFT) that would provide automated, persistent wide area surveillance for the detection, tracking, identification, and classification of illegal entries. The capability sought would provide additional situational awareness and will allow CBP to more efficiently and effectively respond to border incursions where deployed. CBP intends to procure an existing, fully developed, and integrated system that makes maximum use of an open systems approach. The system shall be at readiness levels 7-9 per Homeland Security Studies and Analysis Institute (HSSAI) Publication Number: 09-01.03.02.13-02. There is no intent to develop any items or systems under this program. At this time, no decision has been made by CBP on whether site preparation will be a Government or an Industry responsibility. (Note: See Capability Statement for additional information regarding site preparation) Mission Requirements Objective 1.1 in CBP's 2009-2014 Strategic Plan, which can be accessed via http://www.cbp.gov/xp/cgov/about/mission/cbp_plans_reports.xml, states that CBP must: "Establish and maintain effective control of air, land, and maritime borders through the use of the appropriate mix of infrastructure, technology and personnel. A segment of the border between ports of entry is considered under effective control when CBP can simultaneously and consistently achieve the following: (1) detect illegal entries into the United States; (2) identify and classify these entries to determine the level of threat involved; (3) efficiently and effectively respond to these entries; and (4) bring each event to a satisfactory law enforcement resolution." CBP's key mission elements are defined below in Table 1. Those mission elements directly supported through IFT capability are predict, deter, detect, track, identify, classify, respond, and resolve. This includes capture data, process information, etc. *Note: IoIs include dismounted humans, humans mounted on animals and conveyances such as All Terrain Vehicles (ATV), motorcycles, automobiles, and trucks. Concept of Operation An IFT system envisioned by CBP consists of a Common Operating Picture (COP) with one to several IFT units. Each unit is defined as one tower equipped with a suite of sensors for persistent wide area surveillance and supporting power and communications. For an Area of Interest (AoI) where CBP has determined that IFT systems are the preferred wide area persistent surveillance solution, the systems will detect and track IoIs. The system will automatically identify IoIs (i.e., human, animal, conveyance, other), and provide agents with Full Motion Video (FMV) to do so manually. The FMV will also enable the COP operators to classify the threat in terms of group size, whether they are migrant workers, smugglers, etc, and whether they are armed. IoI data from one or more IFT units will be shown geospatially on a COP. The COP display will present IoI information in a manner that enables a COP operator to manage the IoIs across an AoI, incorporating feeds from legacy systems where possible. A COP operator will be responsible for monitoring the COP, managing, and prioritizing the IoIs, coordinating IoI data with field agents, and using the IFT system to vector responding agents to an IoI. Finally, the system will record and archive data for later retrieval. The system will be used under adverse and extreme weather conditions and in harsh environments such as deserts and rugged, mountainous terrain where access is limited. Operational Requirements Operational needs, tactics, and geographical constraints vary widely across the AoIs where IFT systems will be used. Several of the effectiveness requirements focus on the level of performance expected from a given IFT unit with a clear line of sight, rather than specifying the overall "installed" performance that may be affected by terrain. Effectiveness Requirements The following describes the initial performance characteristics for the IFT system. E1 Monitoring and Surveillance: Red Force Tracking These requirements are applicable to a field of view (FOV) with no line of site blockages. E1.1 The IFT system shall provide automated, persistent surveillance coverage to detect and track IoIs as follows: a. Human IoIs: Dismounted humans (alone and in groups), humans mounted on animals, humans mounted on conveyances such as ATVs and motorcycles b. Conveyance IoIs: such as ATVs, motorcycles, automobiles, trucks E2.1 The IFT system shall obtain FMV of a selected IoI that enables a COP operator to identify whether IoIs are human, conveyance or animal. E2.2 The IFT system shall obtain FMV of a selected IoI that enables a COP operator to determine group size, whether IoIs are backpacking, and whether they are carrying nonconcealed long arms. E2.3 The system shall automatically identify whether an IoI type is human, conveyance, animal or unknown. E2.4 The system shall filter out environmental background clutter. E3 Common Operating Picture E3.1 The system shall integrate data from multiple IFT units across an AoI and geographically display that data on COP workstations at designated locations. E3.2 The system shall provide the following IoI data on the COP: IoI location, speed and heading, IoI FMV, and where automated identification is provided, IoI type. E3.3 The system shall transmit and display IoI data in near real time to facilitate the timely identification and classification of IoIs. E3.4 The system shall provide the COP operator control of the following: system and sub-system reboots, sensor native controls, such as sensitivity and field of view. E3.5 The system shall automatically slew the FMV camera to the selected IoI and continue to track it with the FMV camera until redirected by the operator. E3.6 The system shall associate IoIs and fuse their tracks where IFT unit fields of view overlap. E3.7 The system shall enable the COP operator to prioritize IoIs according to the following characteristics: IoI type, IoI speed, IoI heading, IoI location. E3.8 The system shall enable a COP operator to assign characteristics, such as type, threat level and status, to IoIs. E3.9 The system shall enable a COP operator to manually input entities of interest such as landmarks to be depicted on the geospatial display. E3.10 The system shall provide the means to illuminate an IoI during conditions of darkness that is visible to agents wearing night vision goggles. E3.11 The system shall determine distance and heading to a selected IoI from a point selected by the COP operator. E3.12 The system shall record and store data for a minimum of 60 days for immediate retrieval and indefinitely in archive system to support law enforcement purposes. E3.13 The system shall enable operators to access, retrieve and generate reports on stored data. E4 Human Factors/Human Machine Interface E4.1 The system COP shall visually differentiate IoIs by operator-configured and selected priority on the display. E4.2 The system COP shall display coordinates, speed and heading of IoIs. E4.3 The system COP shall display track history of selected IoIs. E4.4The system COP shall display the international boundary line. E5 Safety E5.1 The system shall not create hazardous conditions or cause injuries when operated in accordance with operating procedures. E5.2 The system shall not create hazardous conditions or cause injuries when maintained in accordance with maintenance procedures. E6 Environmental Considerations E6.1 The system should meet operational requirements in all climatic conditions found in the area of interest, including but not limited to extreme temperatures, humidity, rain, snow, icing conditions, wind, lightning and electrical storms. E6.2 The system shall survive in all climatic conditions found in the area of interest, including but not limited to extreme temperatures, humidity, rain, snow, icing conditions, wind, lightning and electrical storms. E7 Other E7.1 The IFT systems shall be self powered for continuous operation. E7.2 The system shall provide secure communication of sensor data to the designated COP(s). E7.3 The system shall be certified and accredited for operation in accordance with CBP policy and procedures. Submission Requirements Interested parties are requested to provide an information package, using the provided MS Word form, consisting of: Company Profile - not to exceed one page, single-spaced, 12-point font, including point-of-contact, CCR #, DUNS #, business size status and social economic status such as: Competitive 8(a), HUBZone, Emerging Small Business, Partial Small Business, Total Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business. Identify the company's management system certifications, such as Capability Maturity Model Integration (CMMI) and International Organization for Standardization (ISO). Capabilities Statement - not to exceed two pages, single-spaced, 12-point font, describing corporate experience working with the public and private sector. Please describe any experience with the DHS or Department of Defense (DOD) Enterprise Architecture and DHS or DOD Architecture Framework. Provide a summary of past performance history. If citing contracts, identify the customer, contact number, and total dollar value. Identify whether the company participated as the prime contractor or a subcontractor. Also, provide a recommendation on whether CBP or the Contractor should be responsible for site preparation that may be necessary for deployment(s) at field locations or for any other requirement impacting site preparation activities. Description of Products Available - not to exceed seven pages, single-spaced, 12-point font, that support all of the functions identified in the requirements. Please identify the following, if available, in this description: A system overview The basic functions the system performs Current uses and locations where systems have been fielded Any major test events or demonstrations at which the system received an evaluation or assessment Technology Readiness Level per HSSAI Publication Number: 09-01.03.02.13-02 Manufacturing Readiness Level per HSSAI Publication Number: 09-01.03.02.13-02 Provide actual system Mean Time To Repair (MTTR) and Mean Time Between Failures (MTBF) Life Cycle Cost Estimate (LCCE) Interface standards and open systems approach For software not previously delivered to the government or delivered only with limited data rights, identify any constraints on government procurement of restricted data rights (FAR 52.227-14, Alternate III). Capability Table - not to exceed ten pages, single-spaced, 10-point font using the Official Response Form for the RFI provided. CBP will not review any pages beyond the limits stated for each section or information including appendices, marketing brochures, catalogs, etc. CBP will evaluate the responses to help identify interest and the ability of the vendor community to provide support in the areas outlined in this RFI. Respondents shall mark proprietary information as such to be safeguarded in accordance with applicable Government regulations. CBP intends to hold an Industry Day in the future to provide additional details regarding the IFT requirement.
