Description
Amendment No. 0007 for Solicitation No. RMN00110037 is as follows: 1. Delete Item 5.0 of the Statement of Objectives (SOO) in the Original Synopsis dated December 16, 2010 in its entirety. The Evaluation Factors will be included in Section 5D of the solicitation in Item No. 2 of this amendment. 2. Amendment No. 0001 dated December 21, 2010 is amended as follows: Item 5D, 52.212-2 Evaluation-Commercial Items is changed to include Technical Approach - (a) The company's technical approach or solution to accomplish the tasks delineated in Section 4.0 of the SOO; (b) Quality and benefits of the technical approach or solution; (c) Quality of the performance metrics and management approach; (d) Risks associated with the solution; (e) Management approach and controls. Item 5D SHOULD READ: 5D. The award will be based upon best value and quality of solution. 52.212-2 Evaluation-Commercial Items.EVALUATION-COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will make award to the responsible quoter(s) whose quote conforms to the solicitation and is most advantageous to the government, cost or price and technical factors list below considered.The evaluation factors are listed below are in descending order of importance: (1) Technical Approach - (a) The company's technical approach or solution to accomplish the tasks delineated in Section 4.0 of the SOO; (b) Quality and benefits of the technical approach or solution; (c) Quality of the performance metrics and management approach; (d) Risks associated with the solution; (e) Management approach and controls; (f) Personnel Qualifications or Technical Management: Proposed Personnel Experience in assessing organizations, research methods and development of survey instruments.(2) Corporate Experience: Offerors will be evaluated on overall corporate resources. "Proven knowledge and demonstrated experience in research methods and survey methodology" Demonstrate experience in managing similar projects.(3) Past Performance: Offerors will be evaluated as to the areas of quality, timeliness, customer satisfaction and business practices. Please provide a list of contracts to include the contract number, POP, point of contact information and the description of the requirement. "Successful past performance on similar projects, to include but not limited to timeliness of performance and customer satisfaction"(4) Price. Technical, corporate, and past performance, when combined, are significantly more important than price. Price: will be evaluated based upon realism and reasonableness, reflecting a clear understanding of the requirements. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) 3. The response date has been extended to January 20, 2011, 5:00 p.m., Mountain Standard Time-MST. 4. All other terms and conditions to remain the same in full force and effect.
