Description
The Military Satellite Communications Systems Directorate (MILSATCOM) will hold an Industry Day on 2 February 2011 beginning at 8:30 AM PST for parties interested in participating in the solicitation for the MILSATCOM System Engineering and Integration (SE&I) contract; both small and large business participation is highly encouraged. For this acquisition, the anticipated NAICS code is 541330, Engineering Services with a size standard of $27M. The Industry Day will be held at the Space & Missile Systems Center, Los Angeles Air Force Base, Gordon Conference Center, Bldg 270, 483 N. Aviation Blvd, El Segundo, CA 90245. Also, one-on-one discussions will be held with potential interested prime contractors. This announcement is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. MILSATCOM is conducting acquisition planning for enterprise-wide Systems Engineering and Integration support for all MILSATCOM programs. Current programs include: Advanced Extremely High Frequency (AEHF), Milstar, Defense Satellite Communications System (DSCS), Enhanced Polar System (EPS), Wideband Global Satellite Communications (WGS), Operations Support, Advanced Concept Group (ACG), the Global Broadcast System (GBS), the FAB-T terminal family, Joint Terminal Engineering, and Command and Control System - Consolidated (CCS-C). These programs, their related support facilities and those to come in the future will be referred to as the MILSATCOM enterprise. The envisioned effort will provide systems engineering for programs across the MILSATCOM enterprise, including ongoing efforts in the area of development, test, computer simulation/verification, performance analysis, operations analysis, information assurance, interface documentation and control, configuration management, and risk management. The provider shall serve as systems integrator for all programs within the MILSATCOM enterprise, responsible for integration and analysis of all aspects, including resolution of technical and schedule issues involving program contractors and stakeholders. The purpose of the Industry Day meeting is to exchange preliminary information with industry and to solicit input on the Government's performance work statement document as part of the Government's market research and acquisition planning activities. The program does not have an approved acquisition strategy and none should be assumed based on the draft documents to be provided for industry review and comment. A sources sought synopsis will be published prior to Industry Day as a means of conducting market research. Interested parties are invited to submit recommended discussion questions by 1200 PST on 28 Jan 11. All input shall be submitted via email to SMC/PKJ, Tracy Stroud, Contracting Officer (tracy.stroud@losangeles.af.mil) and the technical point of contact, Shawn Caldwell (shawn.caldwell@losangeles.af.mil) Discussion questions must be marked appropriately; justification must be provided for any portion marked as proprietary or with other restrictions on their use. All interested parties are invited to attend the Government's presentation on the program and enterprise overview. One-on-one sessions will be made by appointment and last no more than 45 minutes. Seating is limited for the side sessions, so contractor teams must limit personnel to 10 for these sessions. All attending personnel must provide their full name and social security number to Maj Michael Russell (michael.russell@losangeles.af.mil) NLT 5:00 PM PST on 28 Jan 2011 in order to ensure base access can be granted. All meetings will be held at the unclassified level. Each organization should also indicate the number of vehicles they are bringing as parking is limited.
