Description
This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1. Contracting Activity: This acquisition is for William Beaumont Army Medical Center (WBAMC). The contracting activity is Western Regional Contracting Office WBAMC Contracting Cell. 2. Description of Action: William Beaumont Army Medical Center, Information Management Department is requesting a new sole source supply contract with McKesson Information Solutions LLC., 5995 Windward Pkwy, Alpharetta, GA 30005-4184. The type of contract is firm-fixed price. 3. Description of Supplies/Services: Centramax Software System Technical Updates for an estimated total of $8,819.00. 4. Authority Cited: FAR 13.106-1 (b) Commercial Items - Soliciting from a Single Source (brand name justification) 5. Reason for Authority Cited: This requirement is for technical updates to the Centramax Software System through 31 March 2011, at WBAMC Department of Nursing. It is determined that McKesson Information Solutions LLC is the only source supplying technical updates for the Centramax Software System. McKesson Information Solutions LLC is who provides the Centramax Software System therefore; the system must be updated with the compatible software in order to function. There are no other sources for this requirement. 6. Efforts to Obtain Competition: The technical updates for this software cannot be procured competitively. The notice required by FAR 52. will be published on Federal Business Opportunities. McKesson Information Solutions LLC is the only source supplying the technical updates compatible with the system already owned and in place at WBAMC. The clinical content is updated annually and as needed. McKesson Information Solutions LLC, Centramax vendor, provides a CD that automatically updates Centramax's clinical content. The vendor provides detailed instructions to manually update or add new guidelines along with technical support. In essence, no other vendor can provide the technical updates compatible with the system already at WBAMC. 7. Actions to Increase Competition: A competitive solicitation will be issued on or about 14 February because the current system will become obsolete on 1 April 2011. 8. Market Research: Market Research was conducted in order to find other potential vendors who may be capable of providing compatible technical updates for Centramax Software System. However, based on the results there is not a reasonable expectation of obtaining offers from responsible vendors providing compatible technical updates. 9. Interested Sources: To date, no other sources have written to express interest in the acquisition. The notice required by FAR 5.201 will be published and any bids or proposals received shall be considered. 10. Other Facts: a. Procurement history. Contract number W81K00-09-P-0956. This procurement was issued unrestricted, and award was made to McKesson Information Solutions LLC. b.Acquisition data availability. McKesson Information Solutions LLC is the only responsible source that can accomplish this requirement. c. Unusual and compelling urgency. N/A d. Subcontracting competition. N/A
