- SOURCES SOUGHT NOTICE (W91YTZ-11-NRMC-0002) THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE DEPARTMENT OF THE ARMY, HEALTHCARE ACQUISITION ACTIVITY-NORTH (HCAA-N) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 621111, that have the capability, experience, and capacity to provide direct healthcare services in support of the Department of the Army, Medical Department, Northern Regional Medical Command (NRMC) Medical Treatment Facilities located in twenty-one (21) states, http://www.narmc.amedd.army.mil/Pages/default.aspx. Background/Scope The Department of the Army, Medical Department, Northern Regional Medical Command (NRMC) has a requirement for personal services for physician, nursing, and ancillary providers (HCPs) of four years. Healthcare Activity Acquisition Activity-North (HCAA-N) intends to issue a single Request For Proposal and make multiple award contracts (MACs) for Direct Health Care Provider Support Services. The contracts will be multiple award task order (MATO)/indefinite-delivery indefinite-quantity (IDIQ) type contracts. Direct Health Care Providers shall provide direct patient care services in the treatment of military health system (MHS) beneficiaries inside Military Treatment Facilities (MTFs), as well as logical extensions of the MTFs (e.g., Health and Wellness Centers) supported by NRMC's Area of Responsibility. Health Care Providers (HCPs) will supplement the MTF's clinical staff (e.g., Department of the Army/Navy/Air Force military personnel, Department of Defense (DoD) civilian employees or other contracted staff) in accomplishing its mission of providing direct health care services to eligible beneficiaries. Direct health care services may take the form of treatment, movement of patients, clinical evaluations, recommendations, advice, area and equipment preparation, and other clinical services to supplement the MTF's clinical staff. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Capability Statement - Any potential offeror must demonstrate the following: The government will evaluate market information to ascertain potential market capacity, experience and capability for following subject topics: 1) Discuss the feasibility and ability in recruiting and retaining Healthcare Providers at fill-rates at or above 90% for Physicians, Nursing, and Ancillary services. 2) Discuss the challenges in recruiting and retaining specialized Healthcare Providers such as Radiologists, and Surgeons in a Personal Services environment within a salary cap restriction of less than $400,000 per annum in accordance with Title 10 U.S.C. Section 1091 and DoD Instructions 6025.5. List all Healthcare Providers that cannot be recruited and retained to achieve fill-rates above 90%. 3) Address your ability, experience and capacity to manage numerous types of healthcare providers (physician, nursing, and ancillary services) addressing the particulars of this effort. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
