- This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is F2VUJ01011AC01. This acquisition is 100% set aside for small businesses. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: 561720 DESCRIPTION OF REQUIREMENT: CLIN 0001 - Data Center Cleaning/Disposal Service, Base Year. POP 14 February 2011 to 13 February 2012. Payment will be made quarterly, contractor shall invoice for payment after each quarterly cleaning has been performed. CLIN 1001 - Data Center Cleaning/Disposal Service Service, Option Year 1. POP 14 February 2012 to 13 February 2013. Payment will be made quarterly, contractor shall invoice for payment after each quarterly cleaning has been performed. CLIN 2001 - Data Center Cleaning/Disposal Service Service, Option Year 2. POP 14 February 2013 to 13 February 2014. Payment will be made quarterly, contractor shall invoice for payment after each quarterly cleaning has been performed. CLIN 3001 - Data Center Cleaning/Disposal Service Service, Option Year 3. POP 14 February 2014 to 13 February 2015. Payment will be made quarterly, contractor shall invoice for payment after each quarterly cleaning has been performed. CLIN 4001 -Data Center Cleaning/Disposal Service Service, Option Year 4. POP 14 February 2015 to 13 February 2016. Payment will be made quarterly, contractor shall invoice for payment after each quarterly cleaning has been performed. *Please Note: We are asking for a Base plus four (4) option years. If your company cannot meet this requirement, please provide as many option years as you company will allow. USSOCOM Data Center Cleaning GENERAL 1.1 Scope of Work: The contractor shall provide all personnel, equipment, tools, materials, supervision and other items necessary to perform Data Center cleaning and disposal services as defined in this SOW for Data Center Cleaning. The contractor shall perform to the standards in this contract. 1.2 Frequency: The Data Center will be cleaned 4 times annually approximately 3 months apart. 1.3 Quality Control: The contractor shall establish and maintain a complete quality control program for the performance requirements of this contract. CONTRACTOR FURNISHED ITEMS AND SERVICES 2.1 General: The contractor shall furnish all equipment and labor required to perform this statement of work. 2.2 Minimum Quality Standards: All refuse collection vehicles shall be specifically designed for that purpose. 2.2.1 Vehicles: The contractor shall provide all the vehicles necessary to fulfill the requirements of this contract. 2.2.1.1 All vehicles be in operable condition and meet, local requirements. 2.2.1.2 Vehicles shall present a neat appearance and have the contractor's name affixed on it for easy identification. 2.2.1.3 All vehicles shall be operated in accordance with base traffic regulations. 2.2.2 Containers: The contractor shall provide bulk containers that meet the following requirements : 2.2.2.1 All bulk containers shall be leakproof and in good condition. 2.2.2.2 All bulk containers shall be clearly marked, warning personnel to stay clear of the container when emptying and not to park vehicles within a specified distance. 2.2.2.3 All bulk containers mounted on wheels must have a positive braking/locking device to prevent inadvertent movement. 2.2.2.4 Missing or deteriorated containers will be replaced or repaired by the contractor at no additional cost to the government. SPECIFIC TASKS 3.1 All areas must be cleaned using HEPA/ULPA vacuum equipment. 3.1.2 Wipe down of all equipment using Chemical solutions which are anti static and approved for enclosed environments. 3.1.3 Removal of debris trapped under floor, in tile joints and in perforated tiles. AREAS TO BE CLEANED 1. Data Center 1- 4,895 sq ft 2. Data Center 2- 4,201 sq ft 3. SCAMPI Room-958 sq ft 4. Red Switch Room- 1220 sq ft SPECIFIC CLEANING TO BE PERFORMED 1. Data Center cleaning of sub-floor. 2. Top of access floor. 3. Bottom of access floor. 4. Exteriors of all equipment. 5. Servers. 6. Racks inside and out. 7. Cabinets. 8. Wall cleaning, from false ceiling to true floor. SECTION 4: DELIVERABLE REPORTS 4.1 Complete list of all Employee that will be onsite 7 days from award to include: Name, SSN, birth date, place of birth, driver license # and state of issuance. 4.2 MSDS for all Chemicals to be used on site within 10 Days from award. 4.3 Environmental report to include: Observations, recommendations, particulate count, airflow quality, temperature, and humidity of the data center environment. 1 report required for each area to be cleaned for a total of 4 reports per Data Center Cleaning. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-47 effective 12 January 2011, DFAR DPN 20110112 and AFFAR AFAC 2010-1027. The North American Industry Classification System code (NAICS) 561720, Janitorial Services. The Standard Industrial Classification (SIC) is 7349. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made in accordance with the following clause: 52.212-2 -- Evaluation -- Commercial Items. Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement - offeror shall submit detailed specifications as to how they will meet all requirements listed above to include methods, equipment, and cleaning solutions that will be used (ii) price - firm fixed price, for only one cleaning, not a recurring requirement (iii) past performance (see FAR 15.304); - offeror shall submit at least 3 references. References will be checked for recency and relevancy. Work should have been accomplished within the last 5 years. Technical and past performance, when combined, are more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
