Description
DLA Distribution requires a follow-on contract for installation support services to be performed at DLA Distribution San Joaquin, CA. The scope of work for these services consists of scheduled and recurring requirements such as maintaining all maintenance logs, the daily operation of the wastewater treatment plant, water distribution system, water plant, opening and closing of valves at the direction of the KO or designee, daily boiler checks, daily testing of water, grass mowing, edging, tree and shrub trimming, weed abatement, trash pickup, opening Government Furnished Facilities (GFF), escorting contractor's sub-contractors, maintaining the pool daily during pool season, preventive maintenance on facilities and equipment and minor repairs identified as Service Orders (SO) under $5,000. These are firm fixed price (FFP) services priced at a fixed unit price per month. They can be categorized into six (6) different functional areas as follows: Management and Administration, Facilities Maintenance and Repair, Utilities Systems Operation, Maintenance and Repair, Grounds Maintenance and Repair, Equipment Maintenance, and Mail Services. The contractor will also be responsible for additional unscheduled requirements defined in the SOW/PWS which will be reimbursed under Time and Material Contract Lines. The mission of DLA Distribution San Joaquin is to receive, store, and distribute the following classes of supply: subsistence, clothing, textiles, tools, petroleum products, construction materials, medical, and repair parts. This Activity receives, stores and maintains custodial records, inventories, makes minor repairs, tests, preserves, packs and ships material worldwide with a focus on shipments to Alaska, Hawaii, the Pacific theater, and the Western Continental United States (U.S.) It also operates the West Coast Consolidation Containerization Point. DLA Distribution San Joaquin conducts distribution operations at two sites. The core of distribution operations are performed in Tracy which is located in Central California's San Joaquin Valley, approximately 65 miles east of San Francisco and fifty miles south of Sacramento. Tracy occupies approximately 448 acres plus 460 acres of agricultural land for a total of 908 acres and has a total of 71 buildings. The Sharpe site is located 14 miles northeast of Tracy. The Activity also has leased land that is adjacent to the north side of the Depot that extends northward to 11th Street and bordered on the east and west by Banta Road and Chrisman Road. Sharpe occupies approximately 724 acres and has a total of 95 buildings. The estimated award date for this requirement is August 1, 2011. The contract period of performance consists of a 60 day phase-in period prior to full performance (September 1 through 31 October 2011), one 10 month base period (November 1, 2011 - August 31, 2012) and four one year options. The acquisition will be conducted on a full and open competition after exclusion of sources as an 8(a) program set-aside in accordance with FAR Part 15.3 Contracting By Negotiation source selection procedures. The award of a contract as a result of this solicitation will be based on a Best Value/Trade Off assessment. Government may award any resulting contract to other than the offeror with the lowest price, or other than the offeror with the highest evaluation ratings. The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, cost/price and other factors considered. The offeror's proposal shall be in the form prescribed by this solicitation and shall contain a response to each of the areas identified which affects the evaluation factors for award. It is anticipated that the formal solicitation will be posted to this website the week of February 1, 2011. Amendments to the solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the "Register to Receive Notification" function to register as an interested vendor. This effort is currently performed under Contract SP3100-06-C-0016, awarded September 14, 2006, a hybrid fixed-price indefinite delivery/indefinite quantity (IDIQ) contract with cost reimbursement line items by the incumbent contractor, NANA, Services, LLC, 3150 C Street, Suite 250, Anchorage, Alaska. The period of performance for the current contract is one base year and four option years. All options were exercised with the final option period ending on October 28, 2011. The contract award price was $17,252,503.64. As of the modification, P000034, dated November 15, 2010, the contract is valued at $26,673,280.02. It is anticipated that there will be a site visit conducted for this procurement on Friday and Saturday, February 11 and 12, 2011. Specific information will be provided in the solicitation. It is expected that interested offerors will attend the site visit and thoroughly familiarize themselves with the project. NOTE: All offerors MUST be registered in the Central Contractor Registration (CCR) Database at http://www.ccr.gov or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
