The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-11-007-INL ISSUANCE DATE: 01/19/2011 CLOSING DATE/TIME SPECIFIED 02/18/2011 FOR RECEIPT OF APPLICATIONS: 1600 Eastern Time POSITION TITLE: Program Coordinator for State and Local Law Enforcement Training / Institutional Development MARKET VALUE: FS 02 (Equivalent t to GS - 14) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Mexico City, Mexico JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: As the Narcotics Affairs Section (NAS) Mexico City's principal coordinator for Law Enforcement training and institutional development at the state and local level, the incumbent manages the day-to-day contact with host government law enforcement officials and responds to opportunities to improve their institutional capacity with the development of training and advisory programs. The primary purpose of this Personal Services Contract is to develop and implement basic and advanced training programs that improve the capacity of Mexican state and municipal security forces to respond to the threat of organized crime. The Contractor is responsible for program management services including design, development, planning, implementing, monitoring, budgeting, and evaluation of NAS Mexico City State and Local training projects with a combined budget of approximately $20 million annually. In this capacity, the Coordinator for State & Local Law Enforcement Training provides advisory services on wide-ranging policy and technical law enforcement matters relative to US contributions and participation in police development programs and civilian police operations under the Merida Initiative. Duties and Responsibilities: as Program Coordinator for State & Local Law Enforcement Training and Operations, the contractor will have the following responsibilities: Assess: 1. Participate in the continual analysis and evaluation of Mexican Law Enforcement institutions to include assessments of the organizational and operational capacities of the various elements of the Mexican state Directorates of Public Security, and their working relationships with the Public Ministry and the Judiciary. These assessments will cover the state police, major municipal police forces, and other public security forces. They will include equipment, leadership, training, outreach to civil society, mobility, communications, and operational effectiveness. Receive and analyze reports of State Police Academies and State Public Security Forces working with NAS-supported projects and advise the NAS Director on policies to follow to increase efficiency and productivity of State Police Academies and State Public Security Forces. Advise: 2. Provide advice and assistance to the State and Municipal Security Director(s) and the State Police Academy (s) in improving operations, investigations, police administration and resource management, internal discipline procedures, and overall efforts at modernizing. 3. Provide technical assistance to the Director of the State Public Security and other senior host country law enforcement officials to develop a long-term strategy for modernization of the police and for integrating modern information technology systems and strengthening the State Public Security entities as a civilian law enforcement organization. Maintain Political Liaison: 1. Generates support for and actively advances U.S. policy objectives with key host government officials. Coordinates with U.S. Department of Justice and Law Enforcement Agencies represented at post, as well as with the U.S. Agency for International Development, to coordinate activities to ensure a coherent approach to criminal justice sector assistance in international criminal justice programs, taking the lead in the development of the overall strategy and the resources to implement the plan to support any of the thirty-two Mexican states. Program Planning, Development, and Execution: 1. Plan and develop training programs in accordance with US Embassy and US State Department goals and objectives, then undertake their implementation, while monitoring and reporting on significant developments; evaluate program results, as necessary make mid-course adjustments and when complete closeout programs. 2. Establish and prepare programs of specialized basic and advanced training courses to develop the capacity of state and municipal security forces in basic policing and advanced investigative techniques. The courses should include techniques for developing patrol strategies driven by the program's philosophy and crime statistics. Courses must include standardized police training in ethics, professionalism, human rights, and community policing. 3. Provide technical assistance to the Director(s) of State Security and State Training Academy (s) to modernize and improve state and local standardized training courses for state and local public security force personnel insuring that they are approved and certified by the National Secretariat for Public Security (SNSP). 4. Develop courses specifically designed for all levels of supervisors, officers, and cadets. 5. Assist the states training academies in the areas of curriculum development and instructor training in order to improve both internal entry-level and in-service education programs. Program, Contracting, and Budget Planning 1. Provide strategic planning and process development on all phases of project execution from development through implementation, including planning, scheduling, budgeting, monitoring and coordination. 2. Obtain Contracting Officers Representative (COR) certification within six months of beginning work at post. Certification of State Department COR will be achieved by either resident or online training with Foreign Service Institute (FSI). 3. Identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, delivery and acceptance of items procured to support the NAS Mexico City State and Local Training program. 4. Develops budget plans for the NAS Mexico City State and Local program, ensuring that projects accord with policies and objectives of the administration's strategy. 5. Negotiates with host government officials' projects to support U.S., host country counternarcotics, and counter organized crime objectives. Integration of Complimentary Programs: 1. Work with other U.S. and Mexican institutions and agencies to ensure the full integration of training and development efforts with parallel efforts to create new internal control systems, civil society outreach, demand reduction, rule of law, and culture of lawfulness. End Use Monitoring: 1. Ensure USG provided commodities are effectively utilized and no fraud, waste or mismanagement in the program through continuous oversight and end use monitoring at all training sites. Working and Supervisory Responsibilities: 1. Manage large-scale contract put in place to achieve program objectives. 2. Supervise other contractors funded under the program, as well as Eligible Family Member Training Specialist and/or FSN Training Assistants, FSN administrative assistants and budget analyst assigned to the State and Local training program. Briefings and Reporting: 1. Prepares, coordinates and assures the timely issuance of both one-time and periodic reports on the state and municipal training program to include the impact of legislation and the political environment on state and local force development. Prepares periodic status reports, budget reports, and program reviews. Tracks progress of training in achieving larger Merida Initiative goals. 2. Assist in escorting and arranging appropriate itineraries for official travelers. 3. Briefs Department, Congressional, Staff Delegations and other selected international dignitaries on the U.S. and host government narcotics control and related criminal justice programs as they pertain to State and Local Merida Initiatives. 4. Attend Embassy law enforcement meetings, brief the Director of NAS Mexico City or other appropriate Country Team members and report on major issues, including the status of police training reform, police-community relations, violent crime reduction, and other rule of law efforts. Security of Training Teams and Personnel: 1. Advises the NAS Director and the Regional Security Officer on matters related to personnel and physical security at all training locations and personnel operating in support of the NAS Mexico City State & Local Program. Coordinates with other embassy elements and host country agencies to assess threat levels at training sites, develops threat reduction measures and implements appropriate security plans to protect personnel and equipment. 2. In coordination with the Regional Security Officer, prepare and update security instructions, operational plans and procedures for incoming trainers. Conduct site surveys and develop site emergency evacuation plans based on threat assessments for training areas and ensure all official personnel in the area of training are aware of such instructions, plans and procedures. 3. Maintains points of contact GOM police, military units and local authorities in training areas to assist in the development of security plans and developing threat assessments. Other Duties 1. Conducts other duties and responsibilities as dictated by the Director of NAS Mexico City. Qualification Minimums: 1. Citizenship: must be a US citizen and able to obtain a Department of State medical and security clearance. 2. Education: Bachelor or higher, preferably in Criminal Justice. 3. Foreign Language: Must have Spanish Language capability at or above the 3/3/3 level. Incumbent will be routinely working in a Spanish language only environment. 4. Computer Skills: Basic word processing, Excel and spread sheet programs. 5. Work Experience: Experience required working in a state or large municipality law enforcement organization. Career path should have included jobs with increasing scope and responsibilities. 6. Specialized Experience: Preferred experience working overseas in a post conflict or reconstruction program. 7. Management Experience: Individual must be able to manage law enforcement support and training projects in a foreign country, including promoting U.S. interests with host government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies. 8. Leadership Experience: Preferred experience in leading and managing police operations or training in the US or overseas. 9. Knowledge: The Coordinator for State & Local Law Enforcement Training will utilize US law enforcement experience and knowledge in such areas as analysis and use of crime statistics, station house organization and procedures, training and career development, operational planning and patrol, standard operating procedures for patrol officers, ethics and anti-corruption measures, conduct and the use of force, community policing policies and practices, civil disturbance management, internal affairs units, force structure and personnel specializations and general administrative and management functions of a civilian police organization. 10. Communications: Must have experience in writing training plans, statements of works, standard operating procedures and detailed instructions. Incumbent will be required and should have experience in drafting and authoring weekly, monthly and quarterly reports. May be required to draft and complete state department cables, Mission Performance Plan (MPP) inputs, and Memorandums of Understanding (MOUs). Must be comfortable speaking publicly and will prepare and providing briefings in English and Spanish. Evaluation Criteria: Factor 1: (Program Experience): Extensive program management experience in designing and implementing law enforcement capacity building training programs. (20 Points) Factor 2: (Diplomatic Experience): Demonstrated diplomatic experience in coordinating with U.S. government agencies, military units, international organizations and/or private sector entities working toward a common goal. Demonstrate superior negotiation, communication, and interpersonal skills, especially in culturally sensitive situations. (20 points) Factor 3: (Work Experience): Minimum of seven to ten years of professional level work experience in the area of law enforcement operations, management and training at the state and municipal levels. (10 points) Factor 4: (Knowledge and Abilities): At least two years work experience in a multi cultural environment with an NGO or the U.S. Government. Experience working with Latin American Governments preferred. (10 points) Factor 5: (Management Experience): Demonstrated successful supervisory and leadership experience in a multi-cultural environment, including training and monitoring instructors and officers. Demonstrated ability to provide sound and timely decisions regarding policies and procedures. (10 points) Factor 6: (Leadership Experience): Demonstrated ability to lead a team of law enforcement professionals, and interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government. (10 points) Factor 7: (Performance): Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (10 points) Factor 8: (Experience): Must have at least three years in developing policing academy curriculum and or law enforcement training program. (5 points) Factor 9: (Specialized Experience): Subject Matter Expertise (SME) in the areas of criminal justice regulations and institutional development, community policing, and education/training. (5 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
