- USF-I_J&A The United States Army Contracting Command, Rock Island Contracting Center (RICC), awarded a 12-month Time-and-Materials type contract on a non-competitive basis to DRS Technical Services Inc. of Herndon, VA under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source for the procurement of United States Forces-Iraq (USF-I) Command, Control, Communications and Computer (C4) capabilities. The required communications support includes all communication mediums and involve a wide number of established and developing protocols, and networking schemes including Local Area Networks (LANs), Wide Area Networks (WANs), Metropolitan Area Networks (MANs), providing INTERNET, Non-Secure Internet Protocol Router Network (NIPRNET), Secret IP Router Network (SIPRNET), Secure and Non-Secure VTC, multimedia, and other interface networking systems. The contractor will provide support to requirements that include circuit-switched voice, circuit-switched data, and packet data; and encompass all phases of engineering support. The contractor will provide transmissions systems and equipment to include COMSEC and baseband. These systems shall be configured and ordered from the contractor as a complete system, or as elements of a system, sub-system, or component. These include hardware, software, technology integration, insertion and system upgrades, engineering services and data, logistics data, system and network configuration, interoperability testing, engineering, and prototyping. These networks support USF-I C4 capabilities at multiple locations including the New Embassy Compound (NEC), Forward Operating Base (FOB) Union III, and FOB Prosperity while seamlessly maintaining all USF-I Information Technology Services (ITS) at other existing USF-I locations. All positions require Secret level clearances, Top Secret, Sensitive Compartmentalized Information (SCI). DRS Technical Services Inc. is the only known source with the required personnel on site with specialized experience, security clearances, and the operational familiarity needed to perform these required critical services, seven days a week and 24 hours a day without any interruption.
