Description
This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. In accordance with FAA Acquisition Management System (AMS), Paragraph 3.2.2.4, this announcement is to inform industry of the basis of the FAA's decision to contract with a selected vendor using single source procedures. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the services/equipment outlined in the attached SOW and the FAA will evaluate this accordingly. 1. Introduction/Purpose:The FAA has a requirement for technical assistance and training services to assist FAA personnel in performance of operation, management, monitoring, and maintenance of FAA-owned Promina equipment in support of the BWM program. This requirement includes provisions for on-call support, training, program management, and repair/refurbishment/upgrade of the equipment. The anticipated period of performance for contract performance is five years. The contractor will be required to provide the required services per the attached Statement of Work. The services supplied must seamlessly fit with current FAA standard operating procedures and established practices of the existing FAA Bandwidth Manager network. 2. Incumbent Contractor (if applicable):None 3. Nature of CompetitionThe acquisition strategy for the procurement has been determined to be a single source contract to the manufacturer of the existing NAS baselined Promina equipment (N.E.T Federal Inc. is the sole manufacturer and support of the Promina equipment) pending responses to the market survey from other vendors. The FAA intends to use an established GSA Schedule contract for procuring support from N.E.T. Federal except when such support is not available through the GSA contract. 4. Standard Language:(a) This is not a Screening Information Request or Request for Proposals of any kind;(b) The FAA is not seeking or accepting unsolicited proposals;(c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and(d) Any costs associated with the market survey submittal is solely at the interested vendor's expense. 5. North American Industry Classification System (NAICS) Code:The Principal North American Industry Classification System (NAICS) size standard code for this requirement has not been determined yet. 6. Submittal Requirements for Market Survey:In order to make a determination of the capabilities of an interested vendor, the FAA requires the following information: (a) Description of services to be provided by your firm. Such description should include how the services will meet the requirements of the Statement of Work. (b) Description of services provided under any previous contracts that are similar in scope. Provide detailed information and past performance information on previous contracts including program title, customer name, project dates, project value, and customer point of contact. (c) Demonstrate experience/capability for meeting the technical requirements of the Statement of Work. 7. Delivery of Submittals:In order to be considered responsive, organizations, other than the manufacturer, expressing interest in this matter must provide in an electronic format one set of the following: (a) Capability Statement (as defined in 6 above) (b) Completed Business Declaration Form NOTES: The electronic submission must not exceed 15 pages in length. The electronic submission should be in either Microsoft WORD format or portable document format (pdf). Also, please note that the FAA e-mail server restricts file size to 10MB per mail, therefore, responses may have to be submitted in more that one e-mail in order to be received. All Submissions must be received by 4:00 PM Central Standard Time on January 28, 2011. Submission must include company Point(s) of Contact, telephone number(s), Fax number(s), E-mail address(es) (if available), and mailing address. No telephone calls will be accepted. Please submit questions through E-mail to Mr. Pietanza who is your only POC for this requirement. At no time should your firm contact the Program Office to find out additional information on this requirement. 8. Other: Responses will not be returned. If a solicitation is issued, it will be synopsized on the FAA's Contract Opportunities web page. It is the offeror's responsibility to monitor this site for the release of the solicitation.
