- THIS IS A SOURCES SOURGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Request for Information (RFI) “ VA-101-11-RI- 0029, Workers ™ Compensaiton Claims Center The Department of Veterans Affairs (VA), Office of Occupational Safety and Health is seeking capability statements from vendors able to develop and administer a Workers ™ Compensation (WC) Program for VA, including the establishment of a centralized claims processing and case management center. This center will be developed as a pilot operation to determine whether its operation will better utilize and supplement VA resources to improve the management of its WC Program, and whether such an operation should be extended and made permanent at some point in the future. BACKGROUND VA is seeking to improve the administration of its responsibilities under the Federal Employees Compensation (FECA) Program and the management of its Federal Workers' Compensation (WC) Program that covers its employees. To perform this mission, the vendor will be required to establish a center for claims processing and case management of both new and existing WC cases. In addition, the vendor will also be required to initiate and implement appropriate follow up actions on all new claims as well as VA claimants currently on the WC rolls. Interested vendors are requested to submit a capability statement that addresses the following: 1.Supplement the existing WC staff at participating VA facilities and reduce or limit the total unnecessary costs to VA arising from the WC program; 2. Ensure that claims are processed and submitted within the timeframes established by the Department of Labor (DOL), Office of WC Programs (OWCP) administered under FECA; 3. Submit the claims to OWCP either via the Contractor ™s link to OWCP via electronic transfer or through VA WC-Occupational Safety and Health/Management Information System (WC-OSH/MIS) link to OWCP; 4. Increase the effectiveness of VA claims administration by ensuring that complete and accurate data is provided to OWCP for proper adjudication of claims; 5. Establish and maintain aggressive claims monitoring, including contacting the employee, the supervisor, the facility WC staff and conducting follow-up reviews, where appropriate; 6. Expedite the return of employees to full or partial duty status in cooperation with VA management and supervisory and Human Resource (HR) Management staff; 7. Work cooperatively with OWCP, visiting District offices as appropriate to review the official OWCP claim file and obtain relevant copies of documents for VA files; providing OWCP and VA with copies of all new material obtained by the Contractor on individual VA cases for their official files; and notifying them of cases where OWCP action is needed, where individuals will be offered jobs to return to work, and of cases where possible exaggeration of medical impairment or fraudulent action may have taken place; 8. Populate all fields in WC-OSH/MIS that monitors the cases (including the notes section); 9. Provide quarterly accounting of the amount of time spent on each case(s); and 10. Provide a quarterly report on the status of each case with work capacity not returned to work by the contractor, e.g., back to work, pending DOL response, medical review, pending facility HR action, etc. Interested vendors may submit their capability and qualification statements to provide the aforementioned services electronically to Priscilla Lee at Priscilla.Lee@va.gov by 3:00 PM EST February 3, 2011. Vendors are asked to confirm if they are a Service-Disabled Veterans-Owned Small Business (SDVOSB), Veterans Owned Small Business (VOSB), Women-Owned Small Business or a Small Business. Also, vendors are asked to confirm if they have a GSA Federal Supply Schedule contract.
