Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of projects located in Riyadh, Saudi Arabia. The project is described as South Gate Entry Control Point. The solicitation consists of four (4) projects as follows: (1) South Gate Overwatch: Construct a 9SM Steel Overwatch position, 1.5 M above ground which will include vehicle denial system activation and required ballistic protection. Work will also include supporting infrastructure (utilities, electrical, and spotlights) and other necessary support work to produce a complete and usable facility. (2) Gate House: Construct two (2) gatehouses with sunshades and adequate lighting and vehicle denial systems. Work includes supporting infrastructure such as utilities, roadway, pavement, signs and sidewalks to produce a complete and usable facility. (3) South Gate Inspection Facility: Construct vehicle search pits as shown in the contract drawings with an enclosed overhang and lighting at the south gate. Project includes excavation of pits, installation of steel grating cover, sliding access cover, lighting, and HAVAC system. Work also includes supporting infrastructure such as utilities, roadway pavements, and sidewalk to produce a complete and usable facility. (4) Visitor Control Center: Construct a 150 SM VCC to include bathrooms, waiting area, office space for six personnel, and parking for visitors and contractors. Work includes all supporting infrastructure (utilities, roadway pavements, signs and sidewalks), and other support work to produce a complete and usable facility. The performance period for this project is 365 calendar days from Notice to Proceed (NTP). The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The solicitation will be issued to prime contractors who request a copy. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be issued as a Request for Proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with significance and weight will be provided within the RFP. The acquisition will result in a single firm fixed price construction contract award. Acquisition Timeline: The RFP will be issued o/a 7 February 2011. Tentative date for receipt of proposals is 10 March 2011. Tentative contract award date is 5 May 2011. A site Visit will be conducted and information on the date and time of the Site Visit will be conveyed within the RFP. Attendance is not mandatory. Access requirements to the site will be stated in the RFP. Offerors interested in receiving this solicitation should submit the request electronically to Deborah M. All responsible sources may submit a proposal, which shall be considered by the agency. This acquisition is not a Small Business Set Aside. Points of Contact: Deborah M.
