Description
The Army Contracting Command-Picatinny, Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S Army Armament Research Development and Engineering Center (ARDEC), is seeking sources that could integrate four components in order to demonstrate Threat Defeat System (TDS). This effort is for research and development. The goal is to demonstrate that the TDS is technically feasible to defeat Anti Tank Guide Missile (ATGM) threat.The scope of this work is to demonstrate technical feasibility against ATGMs with the four components listed. However, contractors shall provide information on the capability to provide technical support to defeat RPGs, tank fire, IEDs, combat rifles and machine guns.The integration of TDS shall meet a TRL-5 technology maturity by the end of this effort. The performance period for this effort is nine months. 1.Requirements1.1.Contractor responsibilities to meet the following capabilities:1.1.1.TDS shall detect the launch of an ATGM threat. The government will provide an infrared sensor for detection.1.1.2.TDS shall jam and defeat the optical device of the ATGM threat. The government will provide the ATGM defeat component. 1.1.3.TDS shall open fire to the position where the threat was launch. Government will provide a remote weapon.1.1.4.Provide battle awareness1.1.5.TDS shall be able to operate autonomously and also remotely.1.2.Contractor responsibilities to meet the following engineering requirements:1.2.1.Cue the ATGM defeat component and the weapon (that is, contractor shall supply cueing capability beyond the four components supplied)1.2.2.Process data and provide fire control capabilities1.2.3.Wireless network1.2.4.Provide an open architecture system in order to interface with future components with a minimal engineering effort1.2.5.Target Acquisition System TAS shall be a singular component hardware1.2.6.Four months from the initiation of the project, the contractor shall integrate the TDS (infrared sensor, TAS, ATGM defeat component and weapon) and demonstrate its capabilities at the contractors lab facilities. Contractor is responsible that TDS will meet the capability requirements1.2.7.Test plan for live fire (ATGMs)1.2.8.Provide technical support during the live field test 1.2.9.Contractor shall provide training to government personnel during the integration and operation of TDS at no cost to the government.1.3.Contractor responsibilities to meet project requirements:1.3.1.Provide reports and briefs during the period of the project and its conclusion 1.3.2.Travel is required for technical reviews and field test1.3.3.This project could require the contractor to perform classified work, attend classified meetings and store classified documents. The need to do classified work will be determined before contractor selection and contract award1.3.4.Project shall be performed in nine months (from initiation of contract to final field test)1.3.5.Integration and lab test shall be done at contractors facility. Location of the contractor facilities for this effort shall not be greater than 70 miles from Picatinny Arsenal for reasons that government personnel shall be train by contractor, work with contractor during the life of the contract and been able to transport the TDS to test the Picatinny at request of the Army for test and demonstration Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and provide information of previous experience related to this type of work. Also contractors are encouraged to provide a cost estimate and schedule estimate. Any information provided will not be returned. All data should be sent at no cost to the US Government NO LATER THAN February 4, 2011 to the US Army ARDEC. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The government is not obligated to notify respondents of the results of this survey.
