- SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service (NMFS), CONSERVATION Biology Division located in Seattle, WA has a requirement for a contractor to address the need for social and demographic data to support social norm analysis and provide analysis of the acceptability of different food web conditions among residents of the Puget Sound Basin. The entire Solicitation is attached. The North American Industry Classification System Code (NAICS) of this acquisition is 541690 with a small business size standard of $7.0 M. The government intends to issue a firm fixed price contract, period of performance commencing approximately from date of award through June 30, 2012. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. Vendors responding to RFQ must submit technical proposal and documentation that demonstrate qualifications. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a simplified acquisition with value of less than $100,000.00. The following provisions and clauses shall apply to this solicitation and resultant award.
