- This amendment is to revise the response due date from 01/20/2011 to 01/21/2011; the same local time will apply. The United States Environmental Protection Agency (EPA) is currently seeking sources for a new mission support contract for the Biological and Economic Analysis Division (BEAD) for assistance in providing economic and biological support of Office of Pesticide Programs (OPP) regulatory development. Specifically, support is required in conducting Economic Analyses (EA) of pesticide related rulemaking, economic and biological analyses on individual and/or groups of pesticides affected under Agency regulatory actions, and analyses of policies and actions to reduce pesticide usage and risk. This is a sources sought notice only. This is not a solicitation announcement. No contract will be awarded from this notice. No reimbursement will be made for any cost associated with providing information in response to this notice. The proposed requirement mentioned herein is being considered for Small Businesses, Small Disadvantaged Businesses, 8(a) Businesses, Women-Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and Hub-zone Certified Small Businesses (from this point forward in this notice reference will be made to ?Small Businesses?). The Government will use responses to this sources sought notice to make appropriate acquisition decisions. The Headquarters Procurement Operations Division (HPOD), Office of Acquisition Management (OAM) is currently seeking Small Businesses that can perform the requirements of the Statement of Work (SOW). The successful offeror shall be prepared to provide scientific/technica l support for EPA activities in furtherance of the Agency?s primary mission, the protection of human health and the environment. The SOW falls under the North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, with a Small Business Size Standard of $7 million. Interested firms must demonstrate in their qualifications statement that they are qualified to meet the requirements, as stated in the SOW under the provided NAICS code. In order to be awarded a contract under this requirement, a contractor and any sub-contractors who will possibly require access to Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) confidential business information (CBI) must have the ability to receive and maintain FIFRA clearance. In addition, the contractor must demonstrate their ability to obtain FIFRA clearance. In addition, the contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting (DEC 1998). In the response to this sources sought notice, Small Businesses must sufficiently demonstrate the ability to perform at least 50% of the cost associated with direct labor of any resultant contract and, more specifically, capability in the technical aspects of performing under a Government contract. A DRAFT SOW is posted on the following webpage ? http://www.epa.gov/oamhpod1/oppts_grp/1100002/index.htm. The resultant contract is anticipated to be Cost Plus Fixed-Fee with a 12-month base period and the possibility of four (4), 12-month option periods. The estimated level of effort (LOE) will be five thousand (5,000) hours per performance period with an option for increased LOE, for each performance period, up to seven thousand five hundred (7,500) hours. Work may be ordered through the issuance of work assignments. The contractor shall provide all personnel, materials, and equipment necessary to perform the tasks stated in the SOW. Interested Small Businesses should provide the EPA with appropriate documentation (i.e., a detailed capability statement and relevant past performance history documenting its ability to perform similar SOW requirements in terms of size and scope). Standard company brochures are not acceptable as capability documentation. Interested Small Businesses who believe they have the capability to provide the required services as defined in the SOW are invited to submit a Capability Statement not to exceed ten (10) pages. Responses shall include the following information: company name, address, point of contact, phone number, email address, and business type.
