- Description
- The U.S. Coast Guard Surface Fleet Logistics Command intends to issue a commercial Request for Quotes (RFQ) to Small Businesses only. The NAICS code is 336611 and the small business size standard is less than 1,000 employees. The Coast Guard intends to conduct the procurement in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The RFQ will be issued on or about January 28, 2011. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the solicitation and specification will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Submit requests far enough in advance to allow sufficient time for processing. Submit requests to Ms. Sarah Rall at sarah.j.rall@uscg.mil. The acquisition is for DRYDOCK REPAIRS to the USCGC ALBACORE (WPB-87309), an 87 FOOT Patrol Boat. The home pier of the vessel is located at W. Annex, USNAB Little Creek, Norfolk, VA 23520. The performance period is forty-five (45) calendar days and is expected to begin on or about 11 MAY 2011 and end on or about 24 JUNE 2010. There is a geographical restriction associated with this availability. The vessel is restricted to traveling to a facility located within 336 nautical miles from the vessel's homeport in Norfolk, Virginia. Travel distances within the restriction allow 28 transit hours each way. The scope of the acquisition is for various repairs including but not limited to: Perform Ultrasonic Thickness Measurements, Clean and Inspect Dirty Oil Tank, Clean and Inspect Oily Water Tank, Clean and Inspect MP Fuel Service Tanks, Inspect, Preserve and Renew Electrical Matting, Pilothouse Deck (Aluminum), Renew Depth Sounder, Capastic Fairing, Realign Main Engine/Reduction Gear, Remove, Inspect, and Reinstall Propulsion Shafts, Repair Propulsion Shaft, Straighten Propulsion Shaft, Renew Intermediate Water Lubricated Shaft Bearing, Renew Aft Water Lubricated Shaft Bearing, Renew Intermediate Bearing Carrier, Renew Aft Bearing Carrier, Preserve Stern Tubes, Interior Surfaces, Repair Stern Tubes, Interior Surfaces, Remove, Inspect, and Reinstall Propellers, Perform Minor Repair and Recondition of Propeller, Renew Fathometer Transducer, Clean and Inspect Speed Log, Transducer and Skin Valve, Clean, Inspect, and Repair Sea Water System (Valves, Strainers, Piping), Remove, Inspect, and Reinstall Rudder Assemblies, Inspect RHIB Notch Skid Pads, Renew RHIB Notch Skid Pad Studs, Remove, Inspect, and Reinstall Stern Launch Door, Clean and Inspect Grey Water Holding Tank, Clean and Inspect Sewage Holding Tank, Clean and Flush Grey Water Piping, Clean and Flush Sewage Piping, Preserve U/W Body ("Partial-33%), Preserve U/W Body ("100%"), Renew Cathodic Protection/Zincs, Drydocking, Provide Temporary Services, Provide Telephone Services, Modify Forepeak (EC 087-A-33), Preserve Bilge Surfaces (Lazarette) (100%), Preserve Bilge Surfaces (Galley and Mess Deck) (100%), Repair Galley and Mess Deck Bilge Accesses, Preserve Decks - Exterior (Main Deck), Renew Windows, Preserve Mast ("100%") Renew Engine Exhaust Pipes (EC 087-B-043) Clean and Inspect Ventilation System, Engine Room Supply and Exhaust Fan Assemblies, Repair Fuel Station, Install HVAC System, Access Panel and Access Door (EC 087-B-34) Preserve Hull Plating Freeboard ("100%") Renew Interior Deck Covering System, Composite Labor Rate, GFP report, Lay days. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. This requirement will be evaluated using past performance as an evaluation factor. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and subsequent amendments.
