Description
Under the Authority of Library of Congress Regulation 2110 and Federal Acquisitions Regulation 6.302-1, the Library of Congress intends to contract with Kathryn Stewart, on a sole source basis to provide. 1) cataloging, and editing bibliographic information about holdings and entering information into a bibliographic database. 2) Creating detailed descriptions of audio-visual materials (e.g., video "shot" logs, audio logs, and other summaries STATEMENT OF WORK Librarian (GS-1410) for the Civil Rights History Project Collection American Folklife Center A. BACKGROUND The Library of Congress and the American Folklife Center The central mission of the Library of Congress (Library) is to serve the United States Congress and the American people by presenting, preserving, and providing access to a universal collection representing human knowledge. A special initiative of the American Folklife Center's (hereafter "AFC") collecting efforts is the regular, public display and documentation of living performance traditions - music, song, movement, and spoken word - of the nation's many multi-cultural communities. The aim of such programming is to enable an understanding and knowledge of the diversity of human experience and artistic processes for generations to come. In 2009, the United States Congress enacted the Civil Rights History Project Act of 2009 (Public Law 111-19), which directs the Library of Congress and the Smithsonian Institution to work together on a five-year national effort to collect, preserve and made accessible audio and video recordings of the reminiscences of participants in the American Civil Rights Movement. It also specifies that a crucial initial task, to be accomplished by the Library, will be to conduct a survey of existing and video recordings of the reminiscences of Movement participants that are in the collections of libraries, archives, museums, and other educational institutions throughout the nation. B. SCOPE OF WORK 1. Statement of Objectives: This statement of work states the Library's requirement that collection materials in the American Folklife Center include recorded interviews with participants in the Civil Rights Movement will be identified, described, arranged and processed and that similar collections within other divisions of the Library will also be identified and described. 2. Results 2.1 The aims of this procurement initiative are designed to enable the Library of fulfill one of its primary responsibilities as specified by Congress through the Civil Right History Project Act of 2009: the completion of the national survey of collections mentioned above. The identification, description, arrangement and processing of pertinent collections that exist within the Library are seen as an essential part of this effort inasmuch as it will help shape the plan to collect new recordings of the reminiscences of Movement participants under the auspices of the project, and will also be of value to researchers and members of the general public who seek to learn about the scope and content of documentary materials that relate to the history of the Movement. 2.2 The tasks will be carried out in accordance with the Library's standards for work of this kind. C. PERFORMANCE PERIOD The period of time during which services are required is January 31, 2011 through January 30, 2012 D. REQUIREMENTS The principal requirements include several task elements. The specific services to be provided are as follows: 1.Sorting, describing and processing audio-visual collections (moving image, audio and still images) pertaining to American and African American history and culture, with specific relevance to the American Civil Rights Movement (ca. 1954-1974); major collections in the American Folklife Center that will receive this attention include, but are not limited to, the Voices of Civil Rights Collection and the National Visionary Leadership Collection and incoming collections materials related to the Civil Rights Project, now underway. 2. Subject classifying, cataloging, and editing bibliographic information about holdings and entering information into a bibliographic database; 3. Creating detailed descriptions of audio-visual materials (e.g., video "shot" logs, audio logs, and other summaries); 4. Identifying original collection materials that require preservation and access treatment (i.e., digitization); 5. Assisting with the discovery of relevant collections in other LC divisions and creating detailed descriptions of them; 6. Assisting with the inputting of information into the Library's Civil Rights History Project Survey portal, and assisting with the maintenance of the portal; Deliverables The vendor shall provide the following deliverables within the time allotted for this project: 1.An initial proposed plan for meeting the objectives of the project; biweekly written reports on the status of the work; 1. detailed descriptions of pertinent collections in the American Folklife Center and other divisions of the Library; a detailed narrative report at the end of the project that summarizes principal results and how they were accomplished, as well as recommendations for any additional work on holdings of the Library that pertain audio and video recordings of participants in the Civil Rights Movement and the enhancement and maintenance of the project's web portal Contract Workflow and Work Site COTR Guha Shankar will supervise the vendor with assistance from American Folklife Center processing archivists and reference personnel as required. As the work proceeds, if the Library and the contractor mutually agree about any revisions to these specifications, they shall be documented in email or other written documents. All work will be carried out on the premises of the American Folklife Center and other divisions of the Library of Congress between 8:00 a.m. and 6:00 p.m., Monday through Friday. Invoicing and Authorization of Payments The vendor will submit bi-weekly invoices for work completed that will be accompanied by bi-weekly progress reports on the status of the work The COTR will approve the invoices and reports and promptly forward them to the Financial Services Office. These approved documents will serve as proof of tasks accomplished on this work order.
