Description
This is a SOURCES SOUGHT synopsis to request information for Government planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issuing a solicitation or awarding a contract as a result of this announcement. Army Contracting Center--Warren (formerly known as TACOM-Warren) is seeking qualified and capable potential vendors. If we go forward with a procurement, it may be set-aside for small businesses or service-disabled veteran owned small businesses, if sufficient qualified and capable offerors are available in either of these categories. Since this is a sources-sought synopsis and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. The scope of this market survey is to identify a potential single source capable of performing all areas of required support to be considered responsive. The Government tentatively plans to award one contract that would cover one base year and provide two 12-month options for additional performance. The planned contract scope will include; i) Hardware on a Firm-Fixed Price basis and ii) Services on a Firm-Fixed Price Level of Effort basis. The primary NAICS code is 541330 - Engineering Services and the estimated value for the full term of the contract, including the base year and the 2 option years, is $25M. The Government is determining whether to issue a solicitation, which would result in a best-value award using procedures in accordance with FAR Part 12. Evaluation factors being considered include, but are not necessarily limited to: Technical (experience, capability, management approach), and Price/ Cost. As noted above, no solicitation currently exists, and it is possible that none will be issued. The TACOM Integrated Logistics Support Center Condition Based Maintenance (CBM) Program is a set of maintenance actions based on real-time assessment of equipment condition which is obtained from embedded sensors and/or external tests and measurements using portable equipment. The goal of CBM is to perform maintenance only when there is evidence of need. The desired outcome of CBM is a force of maintainers with knowledge, skill sets, and tools for timely maintenance of complex systems through use of technologies that improve maintenance decisions and integrate the logistics processes. As a maintenance strategy, CBM is of interest because it can help optimize Department of Defense (DoD) maintenance programs. Using CBM can lower Government costs by decreasing false alarms and preventing unnecessary maintenance. It thus has the potential to improve operational readiness and mission reliability. The tentatively proposed CBM Program incorporates the following hardware and services: Hardware - The Contractor shall provide a quantity of 2000 units of a CBM Digital Source Collector (DSC) capable of fulfilling the system requirements as detailed in Appendix A, which can be obtained by contacting Nancy Dulmage at nancy.dulmage@us.army.mil. Services - The Contractor shall provide approximately 38 Full Time Equivalents (FTEs) in support of the CGM global mission. The required support would be provided both in CONUS and OCONUS, with approximately 15 Field Service Representatives, 3 Field Technical Leads and 5 Data Analysts located at various sites CONUS. The OCONUS requirements are 4 Field Service Representatives in both Kuwait and Afghanistan with 1 Field Technical Lead and 2 Field Service Representatives in Germany with 1 Field Technical Lead. The required support would also include a Program Manager and Administrative Assistant. All FTEs under the proposed contract are required to be US citizens and be capable of reading, writing and speaking English. Program Manager - Directs the program from start to finish. BS/MS Engineering, Physics, Math, Logistics, and/or equivalent experience. Administrative Support - Provides Admin Support to Program Manager including Travel Coordination, Time Keeping, Office Duties. Field Service Representative - Installs Data Collectors on vehicles, provides maintenance and repair/replacement of data collectors during the performance period, and collects data. Transmits Data to Data Analysis Centers - Must be able to work without supervision. The Field Service Representative shall have a degree or technical certification in electronics, proficiency with Microsoft Office and computer programs and have a minimum of one year experience with Ground Vehicles and Equipment. This position may involve extensive travel and duty for personnel located OCONUS. Data Analyst - Evaluates data and develops conclusions and works without supervision. The Data Analysts shall have a minimum of a Bachelor's degree in Operations Research, Fundamental Science/Engineering, or significant relevant experience in the analysis of vehicle data. Analyst shall have proficiency in the use of engineering and operations research analysis tools. The CBM Data Analysts shall be proficient in data analysis techniques, theories and applications.
