- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Fish Ecology Division ((FED), located in Seattle, WA on a sole source basis with Sea-bird Electronics, Inc. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide the following supplies: Sea-Bird SBE-19plusV2 conductivity, temperature, and depth (CTD) instrument with 100m pressure sensor, plastic housing, pH sensor, DO, PAR, chlorophyll-A + turbidity, wet-pluggable connectors. The office of NMFS, FED has been using Sea-bird equipment for eight years with excellent results. The new unit being purchased is needed to match the existing equipment in-house to ensure consistent data collection by two NOAA research vessels. The Government intends to negotiate a firm fixed price contract, for delivery to destination no later than March 15, 2011. The North American Industry Classification System code for this acquisition is 334519. It is the Government's belief that only Sea-bird Electronics Inc. can provide these instruments. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
