- NASA/JSC has a requirement for a specialized safety assessment of the Long LifeBattery to Battery Stowage Assembly (LLB-to-BSA) interface adaptor which will involve ageneration of hazard analyses and safety assessment reporting to NASA review boards. Theobjective of this effort is to complete two safety assessments in support of theLLB-to-BSA Charging Project (LBC Project). The safety assessment requires performance ofan Independent Assessment of Criticality (IAC), Failure Modes and Effects Analysis(FMEA), and a Hazard Analysis (HA). The results will be used in support of hardwarecertification to improve robustness of the Spacesuit battery charger system.NASA/JSC intends to purchase the services from M&B Engineering. This effort will requireusing practiced methods and previously generated products developed for the LBC Projectto assess hardware safety based on system design and operational protocols. M&BEngineering recently performed a specialized safety assessment for the spacesuit batteryand battery charger development effort, of which the LLB-to-BSA interface adaptor mustinteract with in order to perform. By so doing, the contractor has pre-existingknowledge into the hazards and hazard controls of the parent system as well as intrinsicinsight into the process and personnel responsible for governing execution. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 4, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
