Description
The Bureau of Reclamation, Lower Colorado Region, Boulder City, NV, has a requirement that includes the following the design, manufacturing, delivery, and installation of two Generator Circuit Breakers and associated equipment. The circuit breakers are generator-type SF6 breakers, rated at 25.3-KV and rated to interrupt 128,000 amps (rms; symmetrical) fault current. The work is located at Hoover Dam and Powerplant, approximately 8 miles southeast of Boulder City, Nevada and 32 miles from Las Vegas, Nevada in Clark County, Nevada and Mohave County, Arizona. Principal features of the work include: -Remove two existing 16.5-kV generator circuit breakers and four disconnect switches. -Furnish and install two 25.3-kV generator circuit breakers and four disconnect switches.-Furnish and install one current transformer per phase on each side of the generator circuit breakers. -Modify existing isolated-phase bus and furnish and install new isolated-phase bus to connect new circuit breakers to existing isolated-phase bus.-During the initial phase of work at each breaker, modify existing isolated-phase bus to provide an air gap clearance point between the transfer bus and the generator bus. During the final phase of work on each breaker, furnish and install a removable bus link section on the Nevada and Arizona sides to restore the clearance point in Nevada and Arizona to fully functional bus.-Furnish spare parts and special tools as required in the Statement of Work. To include listing with all parts and tools including part number, price, catalogue number, part description, and reference drawing number. The Government intends to award a firm-fixed price contract with a performance period of approximately 2 years in duration and the contract will include clauses for payment upon delivery, i.e., progress payments will not apply. This requirement will be solicited under full and open competition. The applicable North American Industry Classification System (NAICS) code is 335313, "Circuit Breakers, Power Manufacturing", and the related small business size standard is 750 employees. This NAICS code will be used to determine the small business size standard for this solicitation. The solicitation is in the form of a Request for Proposal (RFP), which will be issued on or about February 14, 2010, with offers due approximately thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. Due to the large number of drawings, they will not be posted to this site, but must be requested separately. Upon receipt of a faxed or email request, a CD containing the drawings will be provided. Offerors must furnish their name, address, and telephone number in their written request for drawings. Offerors requesting overnight delivery should also provide a physical address and an overnight account number to charge the delivery to. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation and any subsequent amendments. Central Contractor Registration (CCR) as required by FAR 4.1102, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
