- Seed Project SOW (Inspect and Test Fire Protection Systems) The DoDEA Pacific Procurement Division, Okinawa, Japan has a requirement for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Architect/Engineer (A/E) Services. The work for this contract will be for DoDEA Pacific facilities located in Mainland Japan; South Korea; and, Okinawa, Japan. The Offeror/Contractor must demonstrate adequate in-house staffing capable of self-performing at least 50 percent of the cost of the contract as required by FAR Clause 52.219.14 (b)(1) Limitations on Subcontracting. Required A/E services may be for, but not be limited to, any combination of engineering services to include, preparation of technical reports, studies, surveys, management plans, operations and maintenance manuals, environmental assessments; conducting field/site investigation; design analysis; developing project cost estimates; requirements identification or verification; developing conceptual design; shop drawing reviews; design and construction quality control support services; post-construction award services (PCAS); fire hazard analysis; life safety code analysis; and, preparation of fully designed plans, specifications, performance work statements (PWS's) and/or statements of work (SOWs). Services may involve a single discipline or be multi-discipline with a combination of architectural, civil, electrical, landscape, mechanical, structural, industrial hygiene, or other engineering services. Requirements will vary with each task order. Work may be in preparation for a design-build or design-bid-build project. Not all services may be used. This contract shall be for one (1) base year from the date of award, plus options to extend the term of the contract for two (2) additional years. The Government may exercise the option period unilaterally. The maximum contract value may not exceed $150,000 aggregate total. The minimum guarantee A/E fee over the life of the contract shall be $500. The minimum guarantee for the entire contract term (including option years) will be satisfied by the award of the initial task order. The minimum value of individual task orders executed under the contract is $500. The maximum value of individual task orders executed under this contract is $100,000. There will be no dollar limit per year. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. For each project task order, the Government will issue a Request for Fee Proposal that includes a scope of work. The fee proposal shall be based on pre-negotiated unit prices/labor rates/professional fee. Each task order will be a firm-fixed-price. The Government will determine the task order amount by using negotiated hourly rates and the A/E effort required to perform the particular project task order. The hourly rates will be negotiated for each calendar year and are independent of which option year is in effect. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. An A/E firm that designs or prepares specifications or reports for a construction contract or task order, is prohibited from providing the subsequent construction, repair and/or services requirement for the same contract or task order. This limitation also applies to subsidiaries/affiliates of the A/E firm. The prime A/E firm and consultants for this contract will be required to perform through the contract term. Options for post-construction award services (PCAS) may be negotiated on individual task orders for unilateral exercise. The estimated start date is 07 February 2011. The Brooks Act and Federal Acquisition Regulations (FAR) Part 36.6 selection procedures apply. The NAICS Code for this procurement is 541330. There will be a seed project for this contract. The Government will negotiate the price of the seed project with the selected A/E contractor. The seed project will be the first task order issued against the resultant IDIQ contract. The seed project will be for Fire Protection Inspection and Testing at DoDEA schools and facilities at Yokota Air Base, Japan. Due to urgency, the Statement of Work (SOW) for this seed project is attached. Selection Evaluation Criteria: The following selection evaluation criteria, in order of importance, will be used in the evaluation of A/E firms: (1) Professional qualifications of firm and staff proposed in performing the requirements and providing the deliverable required herein; (2) Specialized recent experience and technical competence of firm or particular staff members in performing the requirements and providing the deliverables required herein; (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (4) Location of A/E firm and the A/E firm's knowledge of locality of projects. Submittal Requirements : The required SF 330 Part 1 is limited to 30 pages of 8 ½" X 11" size paper. The offeror must submit the following: a) One (1) original and two (2) copies of the SF 330 for the prime offeror (which also includes a completed Part II for the A/E firm and any key sub-consultants), addressing the selection criterion information: and b) one (1) compact disk (CD) copy, in Adobe Acrobat format, of the complete SF 330 being submitted by the firm. Written submittals must be in English, and Key Personnel assigned to this contract must be fluent in written and spoken English. SF 330. Part 1. Section B: Contract Information: In Block 5, list the firm's Dun and Bradstreet and Taxpayer Identification Number, in addition to the name of the firm. SF 330 Part 1. Section E, Resumes of Key Personnel, CRITERION 1, PROFESSIONAL QUALIFICATIONS : Professional qualifications of the proposed firm and team members assigned to this contract. The prime contractor must have one or more licensed professional engineers or registered architects to perform work anticipated under this contract. Extra credit will be given to a firm with a registered professional fire protection engineer who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES), or equivalent Japanese and/or Korean standards. Submittal Requirements : Provide brief resumes of each proposed team member who will specifically perform under this contract. the major tasks listed above for this project. All key personnel must be professionally registered/accredited in their discipline. Provide the highest level of education achieved and the number of years engaged in the discipline. Each resume shall include a maximum of five (5) specific, recently completed projects that best illustrate the individual member's qualifications. SF 330, Part 1. Section F. Example Projects, CRITERION 2, RECENT TEAM EXPERIENCE : Specialized experience and technical competence of the proposed team members. For the proposed team, provide a maximum of ten (10) specific projects completed in the past ten (10) years that best illustrate overall team experience. Include the dollar amount for each project or contract awarded. The remaining criteria are to be addressed in SF 330, Section H. CRITERION 3, PAST PERFORMANCE : Past performance on contracts with Government agencies and/or private industry in terms of cost control, quality of work, and compliance with performance schedules. Submittal Requirements : Provide a list of at least three (3) current and/or past customer references whom the Government will contact for past performance information on the offeror. Evaluating past performance and experience may include information provided by the offeror, customer inquiries, Government databases and publicly available sources. A proposal with no record of relevant past performance information shall be evaluated neither favorably nor unfavorably. CRITERION 4. LOCATION OF A/E FIRM : Location in the general geographical area of the proposed projects and knowledge of the locality of the projects. Submittal Requirements : Provide a narrative summary demonstrating the offeror's local knowledge and geographical location. This synopsis/solicitation requires all interested firms to have an email address. Notifications will be made via email; therefore, the offeror's email address must be shown on the SF 330, Part 1, Section B8. A-E firms meeting the requirements described in this announcement are invited to submit a completed Standard Form 330, Architect Engineer Qualifications. Offerors must be registered with Central Contractor Registration (CCR) prior to contract award. Failure to register in the CCR database may render your firm ineligible for award. FIRMS SLATED AS MOST HIGHLY QUALIFIED : Personal or telephonic interviews may be scheduled for firms slated as most highly qualified. Firms slated for interviews may be asked to explain the firm's abilities and management structure. The A/E firm must be a registered/licensed architectural and/or engineering firm and will be required to submit such proof prior to the interview phase of the selection process.
