- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Smuggling Interdiction and Trade Compliance (SITC), is seeking Vendor Sources who can perform Internet Data Mining/Monitoring Services. Vendor sources (not limited to Large or Small Businesses), with the capability of providing services/products canvassing the review and results of the entire world-wide web, are encouraged to respond to this Sources Sought notice. Scope of upcoming one- year requirement, is for vendor sources to continuously (on a weekly basis) identify US Domestic Companies who are selling prohibited agricultural commodities to US customers. Companies must present a consolidated report to SITC containing the website's owner/contact information, web address, particular items for sale and buyer information, etc. A few examples of agricultural prohibited commodities that may be included (but are not limited to) in the searches are: Giant African Land Snails; Inperata cylindrica; Indian mangoes. Companies must be able to change their search criteria with the seasonality of the commodities. SITC will be responsible for providing the list commodities for the search criteria during the appropriate times to the vendor. The number of searchable commodities may vary between five and twenty at a given time, depending on the season. Inherently Governmental role for Agency enforcement will not be within the contractor's scope of performance. THIS NOTICE IS NOT INTENDED TO SEEK VENDOR SOURCES WHO CAN PROVIDE SOFTWARE SOLUTIONS. THE GOVERNMENT IS NOT CONSIDERING PRODUCTS/SOFTWARE OR EQUIPMENT THAT WILL REQUIRE INTEGRATION WITHIN THE APHIS INFRASTRUCTURE. Responses to this publication will not result in a contract and will only be used for market research data. This is not a Request for Proposal (RFP) for competitive proposals. Interested sources who have performed or, have the capability to perform this type of work must include:1) Name of Company; 2) Contact Information to include telephone, and e-mail; 3).Large Business (if applicable); 4) Small Business Standard (to include Hub, SDVOSB, 8(a), Women-Owned, Small Disadvantaged); 5) Duns Number; 6) Three Past performance and references relevant to company's ability to provide this type of requirement OR, literature which supports the company has the capability to perform; 7) List of Vendor source contract vehicles such as FSS, 8(a) Certification, etc.., OR if only able to compete under Open Market - Vendors must include which avenue services/products services can be accessed to them by the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will NOT award a contract based on the information received, nor reimburse participants for information they provide. Information requested is strictly voluntary.
