Description
Synopsis: The U.S. Army Corps of Engineers (USACE) Middle East District intends to solicit names of construction firms experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. This announcement is for the construction of Guard Towers and Entry Control Points One and Two at FOB Shank, Afghanistan. The military base is fully operational and none of its functions may be impaired by any aspect of the proposed construction. The contractor shall comply with all base security requirements. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $10,000,000.00 and $25,000,000.00. A Payment and Performance Bond at thirty (30%) of the contract value will be required. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 4 Feb 2011. The proposals will be due on or about 8 Mar 2011. Contract award will be no later than 29 Mar 2011. PROJECT SCOPE: The project is for the construction of Guard Towers and Entry Control Points (ECP) one and two at FOB Shank, Afghanistan. The project will be delivered using a design-build approach. The contractor will be required to perform topographical and geotechnical studies and develop the civil and final foundations designs. Concept design-build civil drawings and technical requirements will be provided. Primary facilities include fifteen (15) guard towers with security lighting for the Guard Towers project, four (4) guard towers for the ECP project, guard houses, roads, paving and walkways, vehicle search canopies and building information systems. The complete facilities will include electric service and any needed site improvements. All work identified in the Scope of Work shall be completed within 270 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Lowest Price Technically Acceptable method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on a Lowest Price Technically Acceptable determination. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be pass word protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. If any of the information is not provided, the request will be returned or denied. The solicitation will only be issued to one point of contact for the company.
