- Solicitation Number: W9124Q-11-A-0001 Notice Type: Special Notice -Justification and Approval (J&A) Synopsis: FAR 6.302-1-Only one responsible source and no other supplies will satisfy agency requirements The White Sands Missile Range Mission and Installation Contracting Command is issuing this Justification and Approval Notice to inform the industry of the intent to award a sole-source blanket purchase agreement (BPA) to COMCAST Cable Communications (of Las Cruces, New Mexico) for the cable service to Garrison and its tenants of White Sands Missile Range in New Mexico. Quotes are not being requested and a written solicitation will not be used. This blanket purchase agreement will be made under the simplified acquisition procedures and other than full and open competition as authorized by FAR 6.302-1. The anticipated award date is 01 February 2011. White Sands Missile Range is currently researching the feasibility, cost, and legality on allowing other cable television contractors to provide cable television service on White Sands Missile Range. This includes but not exclusive to the set-up costs, space availability, sending/receiving of cable television signals, space/cost of an emergency override system, the installment of cable television equipment/cable television, and emplacement of dishes/cable television lines in and around White Sands Missile Range. COMCAST Cable Communications will provide cable television until completion and determination of the research. If the research concludes that other cable television contractors can compete in providing cable television services to White Sands Missile Range, this purchase requirement will be open up to all cable television contractors. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement is at the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement.
