- CANCELLATION NOTICE: Bids are being solicited under solicitation number HSBP1011Q20060722. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 230583_03. DHS FirstSource Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing DHS FirstSource contract. The contract must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's contract. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective DHS FirstSource contract AND upon approval from the soliciting contracting officer. This requirement is unrestricted and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-01-28 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS Customs and Border Protection requires the following items, Meet or Exceed, to the following: LI 001, Storage Area Network See specifications in the attached Statement of Work (SOW) section 4.3, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Unless the Buyer indicates otherwise within a particular line item description, each Seller shall include in its online Bid individual pricing for all required line items in order to be considered for award (i.e., Do not use the Included in another line item function when pricing each line item). If a line item cannot be separately priced, you must notify the buyer through the FedBid Submit a Question feature regarding which line item(s) should be included in which other line item(s) and request reposting. Failure to comply with this term may result in the Bid being determined to be non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. ORCA Requirement - Company must be registered on Online Representations and Certifications Application (ORCA) before an award could be made to them. If company is not registered with ORCA, they may do so by going to ORCA web site at https://orca.bpn.gov/. No partial shipments are permitted unless specifically authorized at the time of award. Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer. All questions must be posted no later than 2-3 days prior to close of bid. Any questions submitted after that period may not receive a response in a timely manner. Award Criteria-An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Best Value to the Government. An offer is technically acceptable if its technical capabilities conform to the Government's Statement of Work and evaulation criteria or listed specs whichever is applicable to the buy. Supplemental Bid InformationIn addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. Submissions can be sent to clientservices@fedbid.com. For all buys other than Exact Match Sellers MUST document what they are bidding for evaluation for award. Sellers must include, extended specs and/or manufacturer name and part numbers (if applicable). Failure to do this may be cause for termination. This information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award. FAR 52.211-6 Q&A -Please submit all questions by using the 'Submit a Question' button. This buy will then be reposted with Q&A based on the questions that come in (if applicable). 1) Each component must support deduplication; primary must not require extra processing time to reconstitute files into non-de-duplicated form; if being bid as a single solution, rather than primary/archive, the entire solution must not require extra processing time 2) The solution must be able to support 400 GB enterprise fiber-channel flash drives natively; the solution may be bid without 400 GB flash drives, but it must at least support them, for purposes of future growth and scalability 3) Actually within a LUN; this is a requirement for primary only, unless being bid as a single solution, in which case the entire solution must support this 4) Cache is mandatory, fast is relative; we don't see a way to reach IOPS and footprint without fast cache; it may not be required if there is an alternate, technically acceptable solution which comes in within budget, footprint and meets our IOPS and data storage requirements 5) 10GbE is mandatory 3. SOW Section 4.3, page 5: What is the breakdown percentage of SSD, FC and SATA drives required (e.g 30/30/40%)?- There is no specific breakdown required. Ensure to meet footprint, IOPS, storage and other requirements, regardless of how it is broken down. 4. Will the use of a Virtual Tape Library be part of the dedupe requirements?- VTLs were not taken into account; we will also be using normal tape backup, not VTL at the moment 5. What is the projected percentage of data that will be required to be deduped (e.g.25%)?- Approximately 25% is a good assumption for both primary and archive; without an equivalent solution to test, we could not get more accurate projections 6. For "Support for CIFS and NFS" what is the projected ratio of FILE/Block? (e.g., 95% Block/5% File)- For the primary storage solution, CIFS is a highly preferred nicety, but we will primarily be using NFS and block storage (Oracle databases)- For the archive storage solution, both CIFS and NFS are required, and we will have a changing mix of file and block storage (maybe 70% file 30% block, but unsure; needs to be flexible) 7. What is the projected number of hosts ports to be connected to the SAN Array?- For the primary storage solution, projecting a minimum of 6-8 (3-4 multipathed) ports connecting to the SAN array; perhaps more, so we need room for growth. Basically, we have 3 (perhaps 4) database servers which are critical to connect, but need more density available for staging, testing, failover, etc.- For the archive storage solution, we primarily plan on using 10GbE iSCSI connections to the archive, but fiber should also be an option. We will have dozens of systems using this SAN, although many are being virtualized on blades, which should cut down connections. The more connections the better.- Remember, our switching fabric is 8Gb and need 10GbE; 4Gb fiber and 1GbE is not useful 8. What is the projected ratio of IOPS (e.g. 70% Reads/30% Writes)?- For the primary storage solution, we will have about 95% writes. For the archive storage solution, it will be about 50/50, though this is an unknown and variable. 9. What is the expected Recovery Time Objective (RTO) and the Recovery Point Objective (RPO)?- We are running mission critical 24x7x365 systems, which are constantly in use by end users; we aim for 100% availability and 100% data integrity; therefore RTO and RPO are moot.
