- The purpose of this amendment, Amendment 0002, is to change the proposed date of the site visit listed below from Monday 24 January, 2011 to Wednesday 26 January,2011 at 10:00 am EST. All questions are due no later than 26 January 2011,12:00 pm EST. All other terms and conditions remain the same. The purpose of this amendment is to post the combined synopsis/solicitation for this requirement. Interested offerors are advised to read the combined synopsis/solicitation in its entirety and comply with all terms and conditions: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), Reference Number is F1D1010267A001. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48, Defense Acquisition Circular (DAC) DPN20110103, and Air Force Acquistion Circular (AFAC) 2010-1027. This requirement is set aside 100% for small business. The North American Industry Classification System code is 541611, with a business size standard of $7 Million. CONTRACT LINE ITEM NUMBERS: 0001: Perform NAVAIDS modeling/study at Joint Base Andrews-NAF Washington, and develop documentation that meets all the requirements of the attached Statement of Work (SOW). Only written responses will be considered. Required delivery is located at 89th OSS, 1658 D Street, JB Andrews, MD, 20762. FOB is Destination and the resulting contract will be a firm fixed price purchase order. A site visit will be conducted on 24 January 2011 at 10:00 a.m. EST. All interested vendors wishing to attend the site visit must identify interest, as well as the name of NO more than two (2) attendees per vendor, no later than Friday, 21 January 2011, 2:00 p.m. EST. All correspondence must be sent via e-mail correspondence. Basis for award is Lowest Price Technically Acceptable (LPTA). Partial quotes will NOT be accepted. Only one (1) award will be made as a result of this combined synopsis/solicitation. In addition, the government intends to make award (offer) to the responsive firm without discussions; prospective offerors are advised to submit their firm's best offer prior to the proposal (quote) closing date. However, the Government reserves the right to conduct discussions if deemed to be in its best interest. Offerors responding to this requirement must include a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications - Commercial Items (Jan 2011) or be registered with ORCA at http://orca.bpn.gov/, DFARS 252.212-7000, Offeror Representation and Certifications -Commercial Items (Jun 2005), and DFARS 252.225-7000, Buy American Act-- Balance Payment Program Certificate (Dec 2009) with the quotation. Clauses and provisions may be accessed via the Internet, https://farsite.hill.af.mil. The following clauses and provisions are incorporated by reference IAW FAR 52.252-2 - Clauses Incorporated by Reference (Feb 1998) and remain in full force in any resultant purchase order. The clause at FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Jun 2010), is incorporated into this RFQ. Due to reconstruction of Andrews AFB runway, all associated lighting and Air Traffic Control and Landing Systems (ATCALS)Navigational Aids are being upgraded or moved to increase usability of the runway with hardened overrun capability. A study may be required to insure that the new contruction will not cause interference between the Instrument Landing Systems (ILS) and the ATCALS Navigational Aids. In order to be considered a potential source, interested parties must submit at least one (1), but no more than three(3), previously completed works that clearly demonstrates experience studying and/or providing guidance on how to resolve placement and interference issues, to include computer modeling, same or similar to the Government's requirement. No site visit will be conducted as a result of this notice. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this market research, the contracting officer may determine that a solicitation will be issued.
