Description
This is a pre-solicitation notice for RFP SP4500-11-R-0005 for the removal of hazardous waste and hazardous material from Norfolk Naval Shipyard. The solicitation will be a competitive small business set-aside for a proposed service contract for all non-personal services necessary for the pickup, removal, and disposal of assorted RCRA, non-RCRA, non-state regulated waste, management services such as tank cleaning, lab packing, analyses, etc. The resulting contract will be a single award, performance-based, firm-fixed price, IDIQ contract. The NAICS Code is 562211. The contract will be for an 18-month base period, and two 18-month option periods. Additionally, in accordance with FAR 52.217-8, OPTION TO EXTEND SERVICES, the Government reserves the right to unilaterally extend any contract period for up to an additional 6 months, with the unit prices in effect for the period so extended. Performance will be directed by the issuance of individual written task orders against the contract. The solicitation is estimated to be issued on or about February 18, 2011, with a closing date thirty (30) days after the date of issuance. The exact date, time and response requirements of the closing will be specified in the solicitation. Qualification: Prospective contractors and subcontractors must possess a demonstrated ability to perform the required types and volume of services in accordance with all Federal, state and local laws, ordinances, and regulations governing environmental protection and the transportation and disposal/recycling of hazardous waste and hazardous materials. In accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, prior to contract award, the awardee must be registered in the DoD Central Contractor Register. The Government reserves the right to award without discussions based on offerors' initial proposal. It is the offerors' responsibility to thoroughly read and understand the solicitation in its entirety. Failure of offerors to do so shall not be grounds for any subsequent grievances or protests against the Government. Offerors are also cautioned to pay attention to the Notes to Offerors in the solicitation. Only electronic proposals will be accepted.
