- Mini Justification and Approval for Other Than Full and Open Competition The USDA - National Finance Center, New Orleans, LA intends to issue a sole source contract in accordance with the procedures of FAR 13.5and FAR 6.302-1, only one responsible source, to Pitney Bowes Inc., 1305 Executive Blvd, Suite, 200, Chesapeake, VA 23320. This is for the technical support for Pitney Bowes APS mailing equipment. No solicitation is available. This notice is NOT a Request for Proposals. The proposed contract action is for services for which the Government intends to solicit only one source under the authority of FAR 6.302-1. This notice of intent is not a request for offers. The Government does not intend to submit a solicitation for proposals. A determination not to compete this proposed procurement is solely within the discretion of the Government. All interested parties may express their interest to the Contracting Officer by the due date of this notice of intent by email, mail or fax, 303-205-3144.
