Description
Sources Sought Notice: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The VA Gulf Coast Veterans Health Care System, Biloxi, MS, is seeking potential sources capable of providing Integrated Pest Management and Control Services for the Biloxi VAMC; Joint Ambulatory Care Center (JACC), Pensacola, FL; and another Outpatient clinic, Eglin, FL. The contractor shall be licensed by the local health authority in those localities where such licenses are required. The contractor shall conform to all Federal, State, and local regulations governing examining and licensing of pest control operations, and use of approved pest control chemicals and equipment. The contractor shall provide all supplies, materials, equipment, labor, supervision, management and transportation to perform all Integrated Pest Management Services identified in the contract requirements. All Integrated Pest Management (IPM) tasks shall be accomplished according to the National Pest Control Association's good practice statement and guidelines. The contractor is to provide detailed, site-specific recommendations for structural and procedural modifications to aid in pest prevention. Services shall include surveillance, trapping, pesticide application, and pest removal components. The contract requires the following tasks be performed: 1.Inspection to determine which pest management measures are appropriate and required. 2.Recommendations in writing for environmental sanitation practices that restrict or eliminate food, water, or harborage for pests. 3.Recommendations in writing to provide physical barriers (i.e., caulking, cracks, crevices, etc. to prevent pest entry and breeding areas. Sink and floor rains to be treated regularly to prevent flies. 4.Selection and utilization of non-chemical control methods which eliminate exclude or repel pests (i.e., traps, and air screens, etc.). 5.Selection and use of the most environmentally sound pesticides to affect control when chemical control methods are necessary. 6.Control of general structural arthropod pests (i.e. cockroaches, ants, carpet beetles, spiders, carpenter ants, carpenter bees, etc.). 7.Control of flying insect pests (i.e. house flies, stable flies, blow flies, gnats, fruit flies, bats (etc.). 8.Control of parasitic and predatory pests (i.e., lice, bedbugs, fleas, mites, and ticks. Contractor to inspect and provide written facility bed bug assessment in October and May of each year of the contract. 9.Control of nuisance or occasional invader pests (i.e. bees, wasps, scorpions, pill bugs, crickets, ground beetles, etc.). Extreme cases of infestation, other than a nuisance or occasional invader, will be handled as a separate item requiring individual quotations on a case by case basis. (Honey bees and honey bee hives are excluded). 10.Control of rodents (i.e. house mouse, field mouse, roof rat, Norway rat, etc.). 11.Control of stored products pests (i.e. sawtooth grain beetle, red/confused flour beetles, trogoderma beetles, grain moths, etc.). 12.Routing inspections include identifying problems with wood destroying organisms (i.e. subterranean termites, fungi, wood boring beetles, etc.). Termite treatment (other than in the areas already identified in Paragraph 3 above will be handled on an as needed basis requiring individual quotations. 13.Provide suggestions for control of pest birds. Control will be handled on an as needed basis requiring individual quotations. 14.Evaluation of control measures through follow-up inspections. The contractor shall perform routine services that do not adversely affect patient or employee health or productivity during normal operating hours 8 am - 4:30 pm Monday through Friday, excluding Federal Holidays. The period of performance is from March 1, 2011 through September 30, 2011 with three (3) one-year renewal options that can be exercised at the discretion of the Government. The applicable NAICS code is 561710 and size standard is $7.0 million. No formal solicitation document exists at this time; however, when it is released only 10-15 days (in February) will be allotted to provide a proposal. Responses to this sources sought notice shall be emailed to Melanie.Grigsby@va.gov with the subject line containing this number VA-256-11-RP-0214 by no later than 4 pm CT January 28, 2011 and the responses should include the following: Name and address of company ; business size (large or small); Dun and Bradstreet number (DUNS); identify whether or not firm falls into any of the following socioeconomic categories - Service Disabled Veteran Owned (SDVOSB), Veteran Owned (VOSB), Woman, HUBZONE, 8(a), etc; firm's experience in providing local Pest Control Management and Control Services for hospital/clinics in a professional setting and any other pertinent information, which demonstrates ability and understanding to meet the above requirement; note which locations can be provided for (VA prefers all three be provided for by one provider); registration in CCR (www.ccr.gov) and VETBiz (www.vip.vetbiz.gov ) if SDVOSB or VOSB.
