- Description
- The contractor will provide follow-on software support, upgrades, and maintenance for the USGS Advanced National Seismic System (ANSS), Menlo Park, CA. The US Geological Survey (USGS) intends to negotiate on a sole source basis with Instrumental Software Technologies Incorporated (ISTI), 70 Cereus Way, New Paltz, NY for continuation of services. ISTI is the only known source capable of providing the services as ISTI was instrumental in the development, deployment, and ongoing maintenance of the following software packages. (1) ANSS Quake Monitoring System (AQMS), (2) Earthworm, (3) California Integrated Seismic Network (CISN) Display, (4) Earthquake Information Distribution System (EIDS), (5) SeisNet Watch (SNW), (6) Inventory/Response (INV), (7) XMAX, (8) SHAPE,(9) QuakeWatch CapOut, (10) COSMOS, and (11) OpenSHM. A twelfth system, ShakeCast, will also require the services of the vendor. The contractor shall assist the USGS in maintenance; upgrade applications, general software support, and standardization of operations on all software systems identified. The period of performance shall be from March 01, 2011 to February 29, 2012, with options for four additional years. This proposed action is for services which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotations received within 30 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. Responses must include complete description of services to be provided, containing sufficient technical information, to allow agency analysis to establish bona fide capabilities.
